Town Council Meeting Minutes

Woodsboro, Maryland
October 11, 2011
The Woodsboro Town Council met today at 7:00
PM in the Firehall with the following members
present:
Burgess Smith and Commissioners Rittelmeyer,
Brakebill, Trimmer and Spruill.
There was one resident and three guests in
attendance.
Burgess Smith called the meeting to order and
led everyone in the Pledge of Allegiance.
The first line of business was with Linton
Shafer Warfield & Garrett, P.A. to present a
draft of the FY11 Financial Statements. Again
this year the Town was given an unqualified
opinion which is the best we can receive. The
statements were reviewed and all questions
were answered. A motion to accept the FY11
Financial Statements as presented passed 4 –
0.
Deputy Sutton reported on calls for the month
of September.
After review of the September 2011 minutes a
motion to accept them as presented passed 4 –
0.
After review of the September 2011 Financial
Statements a motion to accept them as
presented passed 4 – 0. A motion to close
Water & Sewer MM 23895 and put the funds in
the Water & Sewer checking account in order to
avoid monthly penalties was passed 4 – 0.
Commissioner Rittelmeyer reported he has
someone looking at the recyclable toilet to
make it like a porta pot by installing a tank.
He felt we could possibly sell the parts that
will be removed. Burgess Smith indicated we
would not be able to sell them.
Commissioner Rittelmeyer reported on a meeting
with the Lions Club and DNR on the planting of
trees. DNR informed them of grant money they
could obtain to plant trees in the flood plain
area. Commissioner Rittelmeyer feels they
should stay away from that area.
Commissioner Rittelmeyer reported Barrick and
Sons aerated and seeded the soccer field
again.
Commissioner Trimmer reported Donald Gladhill
has begun work on the barrier wall at the fire
hydrant on N. Main Street.
Commissioner Trimmer reported speaking with
Municipal Code Company; the Planning and
Zoning and Administrative sections have been
sent to them and it will take at least 12 – 18
months to get a final draft of the book.
Commissioner Spruill reported the Planning and
Zoning Committee met in September. He informed
them the Town Council would prefer they listen
to Mr. Lancaster’s new plans and then report
to the Council.
Commissioner Brakebill reported Hoover’s
Paving and Grading has finished the project on
S. Main Street and Church Alley.
Commissioner Brakebill opened discussion on
painting crosswalks. Commissioner Rittelmeyer
provided him with handouts. He also researched
the MD State Highway guidelines. He would like
to review the material further and report back
to the Council at the Workshop meeting.
Burgess Smith reported he called Barrick and
Sons in reference to the tree in the island at
Copper Oaks Court and Barrick will replace it.
Burgess Smith reported sending letters to the
N. Main Street residents asking one to trim
the trees and one to clean the bank along
Creagerstown Rd up. A discussion raised by
resident Sid Sichert concerning the trees that
need trimmed along Copper Oaks Court was held.
Mr. Sichert volunteered to remove the branches
if the residents would trim their trees.
Burgess Smith would like to wait a couple
weeks to see if they comply with the request
they received in their water bills. Burgess
Smith will contact Barrick and Sons to see if
he can grind the stumps and he will send a
letter to the property owner at the corner of
Copper Oaks Court and Coppermine Rd. asking
him to trim the trees for better sight
distance when pulling out of the Court onto
Coppermine Rd. Burgess Smith then suggested
making a flyer for all Copper Oaks Court
residents informing them the town truck would
be parked in the Court on an undetermined
Saturday for them to put their tree trimmings
in.
Burgess Smith reported the speed bumps for N.
Second Street was in and asked the Council
where they would like them to be installed. It
was decided to place one between Mr. Hines
house and St. John’s Church and one 20 feet
south of Arnold Alley. Burgess Smith will take
care of them installed in the next couple of
weeks.
Commissioner Spruill opened discussion on the
late night gatherings that seem to get a bit
loud at a resident on N. Second Street and
asked if the Town had a noise ordinance.
Commissioner Rittelmeyer explained how
enforcing such an ordinance is nearly
impossible and believes the noise would fall
under a disturbance ordinance. Burgess Smith
suggested contacting Deputy Sutton in
reference to “Rowdy House”.
There being no further business, a motion to
adjourn was passed 4 – 0.
