Town Council Meeting Minutes

September 13, 2011
The Woodsboro Town Council met today at 7:00
PM in the Firehall with the following members
present:
Burgess Smith and Commissioners Rittelmeyer,
Brakebill, Trimmer and Spruill.
There was one resident in attendance.
Burgess Smith called the meeting to order and
led everyone in the Pledge of Allegiance.
After review of the August 2011 minutes a
motion to accept them as presented passed 4 –
0.
After review of the August 2011 Financial
Statements a motion to accept them as
presented passed 4 – 0.
Burgess Smith then reiterated a few items in
the August minutes.
Commissioner Rittelmeyer reported the path in
the park is completed and the Lions Club is
still working on a plan for planting trees.
Also reported was a meeting with DNR and Soil
Conservation in reference to the Wetland
project. The groups are still working on a
plan and it will take four months to complete
this plan. Barrick & Sons aerated and reseeded
the soccer field and asked that we stay off it
for a while.
Commissioner Trimmer reported on contacting
neighboring Municipalities for references on
Municipal Code Corporation and received great
reviews from all. The Council then agreed to
move forward with hiring the company to update
the town codes.
Commissioner Trimmer opened discussion on
Trick-or-Treating in town. It was decided to
hold it on October 31st from 6 – 8 PM. He then
suggested a “set” date be established for
every year. After a brief discussion, a motion
to hold Trick-or-Treat on October 31st every
year from 6 – 8 PM was passed 4 – 0.
Commissioner Spruill reported he was expecting
representatives from Lancaster Builders to
attend the meeting to discuss their property
on Coppermine Road however they did not
attend. A discussion was then held on past
discussions between Lancaster Builders and
Planning and Zoning in reference to their
property.
Commissioner Brakebill opened discussion on
the curb and sidewalk at 608 Scarlet Oak Ct.
He spoke with the owner and informed him that
curbs and sidewalks are the property owner’s
responsibility. The property owner indicated
he would like to look at the As Builts for the
street.
Commissioner Brakebill presented a proposal in
the amount of $1518 from Hoover Paving and
Grading to repair the storm drain at 100 S.
Main St and Church Alley. He explained what
the situation was and what the proposal
entailed. A motion to accept the proposal of
$1518 passed 4 – 0. Commissioner Brakebill
then inquired on whether the sidewalk, curb
and gutter codes had all the details for the
property owner at 100 S. Main St. to replace
his. He will review the code to make sure.
Commissioner Brakebill reported the Legion
bank had been cleared and the low hanging
limbs had been trimmed.
Commissioner Brakebill reported on a request
from a resident to paint the crosswalks in
town again. Commissioner Brakebill then
suggested adding a crosswalk at the Woodbury
subdivision where the school bus stops. He
thought a good place would be at the corner of
505 S. Main St. and the Post Office. A
discussion was held and Commissioner Brakebill
will check on the type of paint and specs. He
also suggested the maintenance guys do the
painting and Burgess Smith suggest getting
prices before deciding.
Commissioner Spruill asked if anyone had
addressed the issue of low hanging limbs over
the sidewalk along Elizabeth St. that
stretches from N. Second St. to Main St. and
the overgrown bank along Creagerstown Rd.
Burgess Smith indicated he has not yet but
will.
Commissioner Trimmer asked if the Town would
be interested in selling the fishing pier that
was removed from the pond. Commissioner
Rittelmeyer suggested we sell it and Burgess
Smith agreed but does not think we should sell
it yet.
Resident Lisa Sichert from Copper Oaks Ct. was
in attendance with concerns of the dead tree
in the entrance island and the stumps along
the road on both sides as you enter the Court.
She also indicated the pine tree on the corner
of the vacant lot needs to be trimmed for
better visibility pulling onto Coppermine Rd.
Burgess Smith will assess things.
Ms. Sichert presented pictures and informed
the Council of the mess in her yard when the
Electrical Company was there to repair the
power to the well pump. A brief discussion was
held and Burgess Smith asked her to please
notify him at the time of an incident when
something happens. She then asked if it was
the homeowner’s responsibility to trim the
trees along the street. Burgess Smith informed
her the trees on the homeowners property is
their responsibility to trim. Ms. Sichert
suggested a notice be sent to homeowners.
Burgess Smith thought it would be a good idea
to put a notice in with the water bills asking
residents to trim their trees according to
code. She then suggested we contact the corner
lot property owner and have him clear his
sidewalk when it snows.
Commissioner Rittelmeyer feels it would be a
good idea to put a clause in every contract
indicating that a percentage of the final
payment will be held pending final inspection.
There being no further business, a motion to
adjourn was passed 4 – 0.
