Town Council Meeting Minutes
05/11/2010
Woodsboro,
Maryland
May 11, 2010
The Woodsboro Town Council met today at 7:00
PM in the Firehall with the following members
present:
Burgess Smith, Commissioners Rittelmeyer,
Brakebill and Rensberger.
Absent from the meeting was Commissioner
Eaves.
There was four guests and four residents in
attendance.
Burgess Smith called the meeting to order and
led everyone in the Pledge of Allegiance.
The April 2010 minutes was reviewed and a
motion to accept them as presented passed 3 –
0.
The April 2010 financial statements was
reviewed and a motion to accept them as
presented passed 3 – 0.
After a review of the bank accounts, it was
decided to take $60,000 from the General Fund
checking account and make a new Money Market
for the General Fund.
The first line of business was Public Hearing
on text amendments to the sign ordinance.
Commissioner Brakebill explained the handouts
on these amendments and Planning and Zoning
Administrator, Denis Superczynski was on hand
to answer any questions. Commissioner
Brakebill noted these changes do not make any
current signs more non-compliant than they
already are. He also suggested adding
additional text to section A.6 indicating
banners, pennants or flags displayed by the
Town of Woodsboro on public or private
property would be permitted. Mr. Superczynski
will produce a Resolution to put the text
amendments into action. He will also provide a
“clean” version of the text amendments with
the edit to Mary. Motion to approve the draft
version of the text amendments with the edit
by Commissioner Brakebill passed 3 – 0.
Deputy Sutton was in attendance and gave stats
for the months of March and April.
Next line of business was the can recycling
bin at the Park. Burgess Smith explained to
Ms. Terry the Council only approved the
recycling bin at the park and not the
additional recycling cans that were placed
around the park. He indicated the Town would
approve one by the soccer field only. Ms.
Terry indicated she would pull the recycling
bin out. Commissioner Rensberger asked that
she wait until we see if the one by the soccer
field worked first and explained how watchful
the Town is on things being placed in the
Park. Commissioner Rittelmeyer asked Ms. Terry
if the additional cans would be out 24/7 and
she indicated they would. He then suggested
putting them out only when the concession
stand was open and putting them inside the
concession stand when it’s closed. Burgess
Smith and Commissioner Rensberger both agreed
with Commissioner Rittelmeyer.
Under New Business the FY 11 budget was
presented. Burgess Smith opened the floor for
discussion and informed everyone of the 90%
cut to the General Fund revenue by the State
on Highway Users Revenue. He explained his
reasoning for a 10% increase on Water and
Sewer usage. Sewer fees will increase 10% for
usage over 11,000 gallons. Usage under that
will not change. The limit used to be 12,500
gallons. Water will also increase 10%.
Commissioner Brakebill suggested dropping the
limit on sewer usage to 10,000 gallons and
Burgess Smith indicated he would rather wait
until September and then re-evaluate.
Commissioner Rensberger reported on the
installation of the Civil War Marker frames
that were installed at Gravel Hill Rd and Main
St. The artwork panels will go in the morning
of the Memorial Day Parade for the dedication
ceremony.
Commissioner Brakebill reported that Mr. Ryan
Trout is using the vacant building on North
Second Street as his campaign office. Mr.
Trout inquired on placing signs in the window
and Commissioner Brakebill suggested he read
through the new sign ordinance. He also
encouraged the Board to read through the
emails from Town Attorney, John Clapp in
reference to the Judicial Review recently
filed by several Municipalities. Also reported
was Turning Point Real Estates attendance at
the April Planning and Zoning meeting where
their Site Plan was approved. Commissioner
Brakebill then presented a recommended Fee
Schedule from Planning and Zoning for the
Board to review.
Commissioner Rittelmeyer reported on a damaged
storm drain in the Woodbury sub-division. This
damage occurred during the February snow
storms and Donald Gladhill was called to
repair it.
Burgess Smith reminded everyone the May
Workshop Meeting would be held in the Firehall
in order to have adequate seating. This is due
to the expected turnout of Copper Oaks Court
residents to discuss the tree issue.
Resident Paul (PJ) Donahue inquired on the
pine tree that was planted by the playground
equipment at the end of Copper Oaks Court and
asked when the tree stump was going to be
removed. Burgess Smith will look at the tree
and remove the stump.
There being no further business, a motion to
adjourn the meeting passed 3 – 0.
