The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, September 9, 2003 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Morgan, Hub, Smith and Kline. Also in attendance were Frederick County Commissioner Cady, Delegate Paul Stull and 4 residents.

The meeting was called to order at 7:00 PM with the Pledge of Allegiance. The minutes from the last meeting were reviewed. There being no corrections or additions, Commissioner Kline motioned to accept the minutes. Commissioner Morgan seconded. Passed 4-0.

The treasurer’s report was reviewed. Commissioner Kline asked if the franchise fee for AT&T Wireless should go into water/sewer account and not general fund. Commissioner Smith motioned to accept the treasurer’s report as presented. Commissioner Hub seconded. Passed 4-0.

Burgess Trimmer introduced Commissioner Cady and Delegate Stull and thanked them for all they do for Woodsboro. There will be an observance of 9/11/01 at 1 pm on 9/11/03 at Winchester Hall. Burgess Trimmer asked if any funds/grants were available through Homeland Security. Both Commissioner Cady and Delegate Stull said they would check into this.

The wastewater treatment plant upgrade is about 3 weeks ahead of schedule as of the last progress meeting. The new plant should be operational 4/1/04.

Gravel Hill Road has been repaved.

Commissioner Hub said that Neoterik has decided to use Delauter’s bid for re-doing their sidewalk. Mr. Wolfe has hired his own contractor.

The Council met with the Sheriff’s Department at 6 pm this evening to discuss the Community Deputy program. This program allows towns to hire deputies in 4 hour blocks at $35.00 per hour. Sue Estabrook addressed the Council about her problems with local kids and asked what residents can do. Burgess Trimmer said the best thing to do is report problems to the Sheriff’s Department. Commissioner Hub will look into reactivating the Neighborhood Watch.

The new High’s store is scheduled to open 10/15/03.

The owner of the property at the corner of Elizabeth Street and N. Second Street wants to subdivide the property. He went before the Appeals Board who told him that his neighbors had to be notified in writing of his proposal. This issue will be re-addressed soon.

Burgess Trimmer said he has a meeting with the State Highway Administration on 10/9/03 to discuss Coppermine Road from Main Street to the Rt. 194 bypass. The State wants to give this section of road to the Town. Burgess Trimmer is going to talk with them about putting in sidewalks before turning the road over to the Town.

The American Legion’s fishing tournament will be held on 9/20/03 at the Town Park.

Frederick County Cross Country track meet will be held in the park in October.

The following bills were approved for payment: Allegheny Power, Arro Consulting, AT&T, Ferguson Ent., Fogle’s Septic, Verizon, BB&T Frederick Underwriters, GP’s Mobile Small Engine Repair, Southern States, Clapp & Carper, Lee’s Welding, The Moore Store, Kappe Associates, HACH Co., Frederick County Rentals and USA BlueBook.

There being no further business to discuss, Commissioner Morgan motioned to adjourn the meeting. Commissioner Kline seconded.

Passed 4-0.
