The Woodsboro Town Council met today at
Burgess Trimmer, Commissioners Morgan, Smith and Brakebill. Absent from the meeting was Commissioner Kline.
Guest attending the meeting was Mr. Charles Heath, Frederick County Planning and Zoning and Kline property representative Mr. Fran Zeller of Harris, Smariga and Associates, along with the owners of the property. Also in attendance was seven citizens.
Burgess Trimmer called the meeting to order and led the group in Pledge of Allegiance.
The first line of business was with the Kline property
annexation. Mr. Zeller explained there is
two pieces of property they would like to have annexed in. The first piece of property is located at
The August minutes were reviewed and one correction made. A correction was made for a typing error on the first page. The word “well” was missing in a sentence on page one having to do with the Lawson property annexation. A motion was passed to accept the minutes with one correction 3-0.
The Financial Statement was reviewed. Commissioner Smith would like to see the Supplies and Expense-Town line item be moved to the Due to/from line item. With that correction the Financial Statement was approved 3-0.
Under New Business Burgess Trimmer updated the group on the
Under Old Business Residents John Zeedner and Judy Katz had questions on the recent Lawson property annexation. Their main concern was if there was a Site Plan yet. The Board informed them that there is no Site Plan to date. All other questions was discussed and answered.
Resident Judy Katz opened discussion on water and sewer rates. She suggested the Council consider a “stepping stone” pay scale for those residents not using a lot of water. The Council explained to Ms. Katz why the rates are set as they are. After a brief discussion all questions were answered.
Commissioner Morgan reported that Boy Scout Troop 1070 from Walkersville removed the damaged back stop from the park. A thank you letter will be sent for their support.
Commissioner Brakebill reported on Planning and Zoning informing the group of a new member, Mr. Joel Rensberger. He also reported they will be reviewing the Policy and Procedures for text amendments.
The next line of business was with Mr. Charles Heath, Frederick County Planning and Zoning coordinator. Mr. Heath was on hand to present text amendments to sign ordinances. He informed the group these amendments had been presented to the Planning Commission several times for their approval. After review and lengthy discussion a motion to accept these changes was passed 3-0.
Burgess Trimmer reminded everyone of the $20 trash fee that would be on the Utility Bill coming out the first of October. It was decided to put a note in with the bills explaining this new charge.
There being no further business the meeting was adjourned.
