The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, October 8, 2002 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Smith, Morgan and Kline, and 9 residents.

The meeting was called to order at 7:00 pm. The minutes from the previous meeting were reviewed. There being no corrections or additions, Burgess Trimmer said the minutes would stand approved as presented.

The work on Church Alley began today. This work and the work on Arnold Alley should be done in the next 2 weeks.

The ban on all outside use of water is still in effect.

The street lights at Weinberg Knolls have been repaired.

The contract with AT&T Wireless has been signed. There is no further work on the contract with Voice Stream.

Sidewalk repairs by homeowners are under way. More letters will be sent in the near future.

There is no further information on the loan application for the wastewater treatment plant upgrade.

A proposed text amendment regarding in home businesses will come to the Council next month.

The proposal to increase tap fees from $2500.00 each to $5000.00 each will be presented at the November meeting. Vote on this issue will be in December.

Burgess Trimmer said he will be meeting with the Medical Center on 10/27/02 regarding sidewalks at their location.

The treasurer’s report was reviewed. Commissioner Kline motioned to transfer $20,000.00 from the General Fund checking account to the General Fund money market account. Commissioner Smith seconded. Passed 3-0. Commissioner Kline motioned to accept the treasurer’s report. Commissioner Morgan seconded. Passed 3-0.

The issue of skateboarding on the streets and sidewalks was discussed. Burgess Trimmer said that the Council doesn’t want to have to ban skateboarding in the Town of Woodsboro. The Council’s concern is for all residents, including the skateboarders. Council encouraged parents to instruct their children not to use private property for skateboarding and to advise them to yield to traffic when skateboarding in the streets. Council stressed that if children continue to trespass, they may have no choice but to take further action.

The Town’s curfew was discussed. The present curfew is midnight. Commissioner Smith motioned to change this curfew to 11 pm. Commissioner Kline seconded. Passed 3-0.

Burgess Trimmer said that the Adams Street water tank has been painted and was put back online today.

The Town is in the process of casing the new well in the park.

The following bills were approved for payment: Allegheny Power, Staples, Gladhill Tractor, Gladhill Plumbing, James Bell, Jr., AC&T, Bill’s Lawnmower, N. Z. Cramer, Southern States, Trout’s Market, Rental’s Unlimited, Verizon, AT&T, Transply, Arro Consulting, Wind River Environmental, and Utility Service.

There being no further business to discuss, Commissioner Smith motioned to adjourn the meeting. Commissioner Morgan seconded. Passed 3-0.
