The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, October 14, 2003 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Morgan, Hub, Smith and Kline and 4 residents.

The meeting was called to order at 7:00 PM with the Pledge of Allegiance.

Deputy Kevin White discussed the Neighborhood Watch program. In order to begin program 65% of homes must participate. Must also participate in Operation ID program. Block captains and a coordinator who would report to Deputy White would need to be chosen. Deputy White passed out information on the program and stressed that participation does not give residents more access to or information from the Sheriff’s Department than non participating residents. Neighborhood Watch deals with crime, not traffic issues, skateboarding, bicycles, etc. If residents are interested, a public meeting would be held and Deputy White would come back and address the group. If there is 65% participation, a letter would be sent to the Sheriff’s Office with a check for the initial purchase of signs. After that the Sheriff’s Department will maintain/replace the signs.

The minutes from the last meeting were reviewed. There being no corrections or additions, Burgess Trimmer said the minutes would stand as presented.

The treasurer’s report was reviewed. $35,000.00 was transferred from the general fund checking account into the general fund money market. Commissioner Kline motioned to accept the treasurer’s report as presented. Commissioner Hub seconded. Passed 4-0.

Burgess Trimmer said that the AT&T Wireless fee will be deposited into the water/sewer account and not the general fund account.

The wastewater treatment plant upgrade is still running ahead of schedule. The new plant might be operational by February.

Neoterik’s sidewalk should be completed in the next several weeks.

The Community Deputy Program is in operation 2 evenings a week and one day on the weekend. The program is on a trial basis for the months of October and November.

Burgess Trimmer said that the State Highway Administration will put a sidewalk on the north side of Coppermine Road from Main to Second Street. This section of Coppermine Road was conveyed to the Town in 1978, but the ditches were retained by the State.

The American Legion’s fishing tournament went well and was attended by about 50 children.

Cross Country track meets were held in the park on October 21 and October 24.

Skateboarding in town was discussed again. Also two incidents with bicycles occurred over the weekend. The Council said that an ordinance banning skateboarding may be necessary. Some residents expressed concern that this would force the problem onto the sidewalks. A resident suggested only fines, not banning. Commissioner Smith said he doesn’t feel fines will be enough of a deterrent. This will be discussed further at the workshop.

Burgess Trimmer with FEMA and the County regarding damage from the recent flood. The Town may get 75% funding to replace the ballfield fence, sand under the playground equipment and the fence at well 2A. They will be meeting again in the next 2 weeks.

Burgess Trimmer said there was an opening on the Board of Appeals. Anyone interested should contact Burgess Trimmer./

Three change orders were presented for the Board’s approval;

  1. $ 4300.00 for receptacles
  2. $ 955.00 for flood lights
  3. $13,000.00 for additional engineering fees.

Commissioner Smith motioned to approve change orders 1 & 2, but not 3. Commissioner Kline seconded. Passed 4-0.

Dorethea Mordan said that the Woodsboro Historical Society will be having an open house at the Mini Museum on Saturday, November 1, 2003 from 1 – 4 pm.

The Town received a quote of $5555.00 to repair the backstop and the fences around the ballfields.

Quote to replace shingles on the dugouts with 40 year shingles is $1600.00. This price includes clean-up. Commissioner Hub motioned to have shingles replaced after checking with the insurance company to see if this repair is covered. Commissioner Kline seconded. Passed 4-0.

A local girls baseball team, the Heartbreakers, painted the dugouts in the park.

A new site plan was submitted to Planning and Zoning by American Eagle Automotive. Ten parking spaces in front of the building will be allowed. All other parking must be behind the fence. No salvage operation will be allowed.

High’s final U & O is contingent upon lighting issue. Planning and Zoning will review fixtures once they are installed.

The following bills were approved for payment: AT&T, Ferguson Ent., Fogle’s Septic, Verizon, GP’s Mobile Small Engine Repair, Brandenburg Electric, Robert Clingan, N. Z. Cramer, Trout’s Market, Allegheny Power, Donald Gladhill, Mid Atlantic Coop, Staples, MG Industries, and Roberts Electric Motors.

There being no further business to discuss, Commissioner Smith motioned to adjourn the meeting. Commissioner Kline seconded.

Passed 4-0.
