The Woodsboro Town Council met today at 7:00 PM in the Fire Hall with the following members present:

 

            Burgess Trimmer, Commissioners Morgan, Hub, Smith and Kline.

 

Also attending the meeting was, Sgt. Barrick, with the Frederick County Sheriffs Department, an ARRO Company representative and two citizens.

 

Burgess Trimmer called the meeting to order.

 

Sgt. Barrick gave a general overview of September’s police patrol.  Also provided was an activity sheet from August 1, 2004 through the present date for Deputies that are working off the Grant Funded money.  It was decided that a deputy would be on duty October 30th & 31st for Halloween in town. 

 

Discussion was opened on the Grant that was once had for well development and water treatment.  A representative with ARRO Engineering was on hand to answer all questions.  The Council was informed by ARRO that the next Intended Use Plan will come out in July, 2005.  The Council agreed to wait until the first part of 2005 to get back in touch with ARRO and pursue another Grant.  The ARRO representative left a hard copy of the application needed for the Council to review. 

 

The September minutes were approved with no corrections or additions.

 

Due to the numerous conversions in the Town Office a Treasures Report was not available.

 

Under Old Business the Town Curfew was discussed.  After a brief discussion it was decided to table things until the Workshop Meeting on October 25th to ensure that phrasing be correct.

 

A resident from Copper Oaks opened discussion on the development of the Lawson Property.  All concerns were discussed and questions answered.  It was noted that the Planning and Zoning Committee meets on the second Wednesday of every month and those meetings are also open to the Public.  It was decided that Dennis Kline would give Roger Hub information on the Planning and Zoning meetings and Roger will post it on the town website.

 

A motion was passed that Trick or Treat be held in town on Sunday, October 31st from 7:00 until 8:00 PM.

 

It was decided by the Council to send a letter of thanks to Mrs. Shindledecker for the wonderful job done on cleaning up her property at the intersection of Adams Street and Powell Alley.

 

Burgess Trimmer opened discussion on developing new Letterhead for the town.  It was decided to proceed and that the changes would be looked at and further discussed during the Workshop Meeting. 

 

A discussion was held on the new printer that will be needed in order to run the new program.  Dennis Kline agreed to have his recommendation for that printer by the October 25th Workshop Meeting.

 

A brief discussion was held on the Newsletter.  It was decided to post it on the website and make copies available to those who desired to have the hard copy.

 

Streets Commissioner Roger Hub opened discussion on the snow removal for this winter.  It was agreed to use the same procedures as last year and to use the same contractor.  Supplies need to be ordered and the contractor contacted.

 

Parks Commissioner Ken Morgan opened discussion on the parks.  He noted that all the buildings have been painted.  Still needed are screens for the park bathrooms.  The Cub Scouts approached Commissioner Morgan about planting trees in the park.  They will compose a plan and meet back with him at a later date.  Damage from the flood was discussed and it was decided that Commissioner Morgan meet with the Rec Council concerning funds to fix the ongoing problem.

 

Water and Sewer Commissioner Gary Smith gave his report on the progress with the Auditors.  He reported that the Water and Sewer fund had been given to them and that he would ask for a 30 day extension on getting the General Fund paperwork to them.

 

Planning and Zoning Commissioner Dennis Kline reported that the next Planning and Zoning meeting will be held on Wednesday, October 13th.

 

There being no further business the meeting was adjourned.
