The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, November 12, 2002 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Smith, Morgan, Hub and Kline, Tracey Whitehouse of McGladrey & Pullen, Charles Heath and 8 residents.

The meeting was called to order at 7:00 pm. The minutes from the previous meeting were reviewed. There being no corrections or additions, Burgess Trimmer said the minutes would stand approved as presented.

The treasurer’s report was reviewed. Commissioner Kline motioned to accept the treasurer’s report. Commissioner Morgan seconded. Passed 4-0.

Sidewalk repairs are underway. Commissioner Hub thanked everyone for working with the Town.

At the last Town meeting the curfew for people 15 and under was dropped from midnight to 11 pm.

Tracy Whitehouse presented the annual audit. She said there were no significant or unusual transactions, no difficulties were encountered during the audit, there were no instances of non-compliance and no fiscal irresponsibility. The town is in good financial shape.

Charles Heath presented the zoning ordinance amendment to home occupation. This amendment would change the ordinance to allow home occupations to be in outbuildings less than 700 square feet as well as within the home. Requests would still be required to go through the Board of Appeals. Commissioner Kline motioned to approve the zoning amendment. Commissioner Hub seconded. Passed 4-0.

Jerry Blank of S. W. Barrick addressed the Council regarding Barrick’s contributions to the recent sinkhole. He commended all parties involved for their good work. Mr. Blank said that Barrick’s provided 1746.46 tons of aggregates and 2 loads of sand to fill the sinkholes. They will donate everything except the 2 loads of sand at a cost of $329.07, but if there is any State funding for this project, they would appreciate some kind of reimbursement. Burgess Trimmer thanked Mr. Blank and Barrick’s for all their help and support. Commissioner Smith motioned to pay the sand bill. Commissioner Kline seconded. Passed 4-0.

Burgess Trimmer said the Town received reports from Arro Consulting and MDE regarding the sinkholes. There is no concrete theory as to what caused the sinkholes. He thanked Commissioner Smith for the outstanding job he did.

Commissioner Smith thanked Mr. & Mrs. Jack Medovich for their understanding during the sinkhole/water line break and for all the food and drinks they supplied the workers while they were on site. He thanked Charles Bowman & Chris McAffee of Maryland Rural Water for their help and advice. He said that David Brinkley is looking for grant money to help cover the costs.

Bill Rittelmeyer asked the status of the well and what the overall cost would be for the sinkholes. He also thanked all the Fire companies for their help. Burgess Trimmer said we have to wait 3 weeks to run the 72 hour pump test on the well. He estimated that the overall costs would be between $170,000.00 - $200,000.00.

An increase in tap fees was presented. This increase would raise tap fees from $2500.00 each to $5000.00 each. This will be voted on next month.

Stambaugh’s, Inc. will be putting in new piping on Church Alley from Adams Street to Second Street. Church Alley will then be repaved.

Commissioner Morgan thanked Burgess Trimmer and Donald Gladhill for their help in installing a new ceiling in pavilion #4 at the park.

Jerry Blank said that Barrick’s Quarry is working on the liability issue involved with fire companies getting water from the quarry.

The following bills were approved for payment: Allegheny Power, Staples, James Bell Electric, McGladrey & Pullen, Southern States,

N. Z. Cramer, Wind River Environmental, Roberts Electric Motors, Frederick News-Post, Treasurer of Frederick Co. (liquid waste permit), Transply, Verizon, AT&T, Donald Gladhill, S. W. Barrick & Sons, Gladhill Tractor, Woodsboro NAPA Auto, Lee’s Welding, and Internet Planners (website).

There being no further business to discuss, Commissioner Hub motioned to adjourn the meeting. Commissioner Kline seconded. Passed 4-0.
