The Woodsboro Town Council met today at 7:00 PM in the Fire Hall with the following members present:

 

            Burgess Trimmer, Commissioners Morgan, Hub, Smith and Kline.

 

Also attending the meeting was one citizen and a representative from the Frederick News Post.

 

Burgess Trimmer called the meeting to order and proceeded with a brief discussion on the previous month’s minutes.  He noted that Sgt. Barrick was promoted to Lieutenant and Sgt. Shoemaker would be taking his place.  Earlier in the week Sgt. Shoemaker delivered the Activity Sheet from October for the Town of Woodsboro and they were available for review. 

 

Burgess Trimmer also gave an update on the new Utility Billing and General Ledger program being installed on the system.  The printer, hp laserjet 2300d, has been purchased, installed and working well.  Training on the new system will begin on Friday, November 12th.  A motion was passed to purchase the PC Anywhere program for the new system. 

 

The October minutes were approved with no corrections or additions.

 

A brief discussion was held on the financial statement.  The council agreed to wait until the first of January, 2005 to discuss additional payment on the sewer loan.  The council also agreed to move money from the General Fund checking to the General Fund money market and move money from the Water and Sewer checking to the Sewer Bond Reserve.  This would bring both accounts up to at least $2500 to avoid the $10 service charge from the bank.  A motion was passed.

 

Under old business Burgess Trimmer reported on the sidewalk repair work that needs to be done at Copper Oaks.  He reported that he has two bids and waiting on the third.  If the town does not hear from the third party in the next 30 days the first two bidders will be contacted.

 

 

It was also reported that the Burgess Trimmer contacted the two bidders for the new building at the Copper Oaks pumping station.  Both contractors dropped their price for using swing doors instead of roll up doors.  It was decided to move forward with the lowest bid.  Don will contact the contractor. 

 

Commissioner Hub reported on his research for grants that the town could possibly obtain.  Two that was noted was the COPS universal hiring program and the Watershed Protection program.  Roger will follow up with the grants.

 

Trimmer reported that he was contacted via mail by Highs to release all their bonds.  A motion was passed to have bonds released.

 

Trimmer also reported that BB&T contacted the town for consideration on increasing the Liability Insurance for the public officials.  A motion was passed to table this until the insurance policy is up for renewal.

 

Commissioner Kline reported on the Planning and Zoning.  He recommended that we accept a proposal to share our zoning map information with the county.  They will copy this information on a CD for the Town of Woodsboro.

 

Hub reported on the scanning of the codes.  Files have been scanned into a word document and forwarded to Mary to ensure we are able to view and edit as needed.  The files forwarded have been tested and working well.  A motion was passed to proceed with the entire project.

 

Commissioner Morgan reported that he was contacted by John Bransky with Program Open Space.  Our 2005 submittal has been received and John will be visiting to take pictures for the program. 

 

Commissioner Smith reported that the auditors have all necessary material and they expect a report date of Wednesday, November 10th. 

 

There being no further business the meeting was adjourned.
