The regular scheduled Workshop Meeting of the Woodsboro Town Council was held on Monday, October 25, 2004 at the Town Hall with the following members present:

 

     Burgess Trimmer, Commissioners Morgan, Hub Smith and Kline.

 

Also in attendance was one citizen, a Well Tech representative and a representative for the Stein property.

 

Burgess Trimmer called the meeting to order with the first line of business being a presentation from Well Tech.

 

Well Tech distributed an update on the SCADA System Proposal.  Proposed were three choices, Monitoring tanks only, Monitoring and control of system, and Monitoring, control, fail over and upgrade.  The Council discussed each option and all questions and concerns were addressed.  One question discussed in depth was the wells.  Do we need to drill a new well or can we use the existing well and drop a new pump in it?  It was agreed that the Well Tech representative would have a company contact Richard Priddy concerning issues with the wells.  The Council also agreed to perform a dye test on the existing wells to determine if they were on the same Aquifers or not.  It was decided by the council to table the SCADA project until more information on the wells could be collected.

 

The next line of business discussed was the annexation of the Stein property.  A revised plan was presented to the Town Council showing approximately 53 acres of residential lots and 15 acres for light industrial use.  The town was informed that about 30 acres of the property would not be used for development.  

 

A brief discussion was held on the price for a new door on the pumping station at Copper Oaks.  It was agreed that Don would get in touch with the contractors for bids on two swinging doors as opposed to one roll up door.

 

Don reported on the Maryland Municipal League Banquet being held on November 11th at the Hollow Creek Golf Club and asked that anyone interested in going let him know by November 1st.

 

Don also reported that Stambaugh’s would be here this week to give him a price on fixing the sidewalk at Copper Oaks.

 

A discussion was held on the Sick and Vacation Policy in place for the Corporation of Woodsboro.  It was agreed that sick leave would now be called “leave” and could be used without obtaining a doctors note.  All employees will go under the same policy.  All leave must be used in a calendar year or the employee will lose those unused hours.

 

Roger opened discussion on the website upgrades.  Roger proposed that we subcontract the work of getting the Codes scanned into a Word document in order for Mary to edit as needed.  The council agreed that the price would not exceed $500 and that we would give a $100 deposit to get the work started.

 

There being no further business the meeting was adjourned.
