The regular scheduled Workshop Meeting of the Woodsboro Town
Council was held on
Burgess Trimmer, Commissioners Morgan, Smith and Kline.
Absent from the meeting was Commissioner Hub.
Additional attendees was representatives from the Kline family and Lawson property.
Burgess Trimmer called the meeting to order.
The first line of business was the Lawson property annexation. A handout of Sight Distance and Speed Analysis was reviewed. A discussion was held on the sight distance. It was noted that the main direction does not meet the counties standard design criteria. At a speed of 35 mph the county would approve the 400 foot sight distance. However, the average speed during the study was 39 mph. In the opposite direction with a sight distance of 520 feet the average speed was 45 mph meeting the counties criteria. Further discussion was held on the sight distance and water concerns. The council agreed that an approval from the property owners of Copper Oaks is needed before further consideration on the annexation.
The next line of business was the Kline family with a
proposal to annex three pieces of property currently owned by the Phoenix
Company. The first lot is at the corner
of
Don informed the council that he has been in contact with Laurel Sand and Gravel in regards to the possibility of getting water from the Quarry and piping it into town. A brief discussion was held concerning the matter.
Don opened discussion on doing a dye test on the wells and advised the council that it can not be done for it is against the law. A permit must be obtained from the Maryland Department of Environment to do this test.
Don distributed a handout on guidelines for Tank Hauling of Water in the event of an emergency.
A brief discussion was held on what color to make the new building at the pumping station at Copper Oaks. It was agreed that the color be grey.
Don opened discussion on the new program being implemented in the Town Office. He informed the Council that more modules were needed for a seamless interface. The Council agreed to purchase them.
Dennis opened discussion on billing for trash collection in December. Don informed the Council that the MML has talked about the county billing each household for trash collection. After briefly discussing Don agreed to contact the county concerning this matter.
There being no further business the meeting was adjourned.
