The regular scheduled Workshop Meeting of the Woodsboro Town Council was held on Monday, March 28, 2005 at the Town Hall with the following members present:  Burgess Trimmer, Commissioners Morgan, Smith and Hub.

 

Burgess Trimmer called the meeting to order.

 

The first line of business was with the Woodsboro-New Midway Rec Council.  The Rec Council proposed putting up a new light up scoreboard.  After a presentation a motion to proceed with the project was passed 3 – 0.  It was also clarified that the Rec Council will be responsible for taking down the old scoreboard, purchasing and maintaining the new one.  The Rec Council also inquired on installing a permanent concession stand.  Commissioner Morgan asked for a price on the construction by April 15, 2005 in order to submit it to Program Open Space.

 

The next line of business was Mr. Zellar with Harris and Smariga concerning the annexation of the Phoenix properties.  After a brief discussion a motion was passed 3 – 0 to proceed forward with the County.

 

Key Sanitation President, Bob Clark was on hand to discuss the upcoming contract for trash removal in the town of Woodsboro.  After a lengthy discussion on the new tipping fees with the county, that has not yet been set, the Council decided to table the discussion until a later date.  Mr. Clark informed the Council that we are still under contract for one more bulk trash pick up.  The date was set for May 18, 2005.

 

Burgess Trimmer informed the Council that the old generator at the Waste Water Treatment Plant was sold.

 

Burgess Trimmer opened discussion on the 2006 proposed budget.  The Council agreed to increase the Councilmen and Burgess salaries over the next four years.  It was also decided to increase the town employee’s salaries by 3%.  The Council agreed to keep McGladrey and Pullen as the town auditors.  After reviewing the budget it was agreed that it would be finalized at the April Workshop meeting.

 

Burgess Trimmer opened discussion on the draft copy of the new employee handbook.  After a brief discussion a motion was passed 3 – 0 to accept the handbook as written.

 

There being no further business the meeting was adjourned.
