The regular scheduled Workshop Meeting of the Woodsboro Town Council was held on Monday, January 23, 2006 at the Town Hall with the following members present:

Burgess Trimmer, Commissioners Smith, Kline and Morgan and Brakebill

Burgess Trimmer called the meeting to order.

The first line of business was with Mr. Amos Grimes. Mr. Grimes was on hand to inquire on a Bond for the sidewalk he needs to provide at his property on South Second Street. Commissioner Kline suggested we amend the code stating that a Bond or Letter of Credit is required for sidewalks. After a brief discussion on the matter a motion to get a Letter of Credit in the amount of $900 was approved 4 – 0.

The next line of business was with Mr. Joel Rensberger who would like to see all the power lines in town go underground. The Board and Mr. Rensberger held a lengthy discussion and Burgess Trimmer suggested Mr. Rensberger contact the State, Civil War Heritage Program and/or the Main Street Program to inquire what type of assistance they could provide the town for this would be a costly project.

After review of the November, 2005 minutes a motion to accept them as presented was passed 4 – 0.

Burgess Trimmer reported on the Maryland Rural Water and the Maryland Municipal League convention. He asked if anyone is interested in attending to let Mary know as soon as possible.

Burgess Trimmer opened discussion on the bank rates for CD’s. Woodsboro Bank approached Mr. Trimmer and informed him their rates would be going up and they would know exactly how much after a meeting they were having on January 24th. The Board all agreed to hold off on opening the CD’s at Frederick Town Bank until we found out what the interest rates would be at Woodsboro. 

Burgess Trimmer informed the Council he spoke with Bob Clark of Key Sanitation concerning the yard waste pick up. Mr. Clark informed Burgess Trimmer that he will still be picking it up for it would go to the Recycle Center and not the Landfill. 

Burgess Trimmer reported on the underground tanks being put in at Woodbury. Both the County and Town Planning and Zoning said no permits were needed to put them in and that everything they were doing was legal.

Burgess Trimmer reminded everyone that Budget time is quickly approaching. He asked everyone to think about raising the tax rate to cover the trash collection, police patrol and new water meters. 

A brief discussion was held on getting a new billing and general ledger program. The Board agreed we need to replace the existing “Asyst” program currently being used. Burgess Trimmer and Mary will pursue this by visiting neighboring towns to see what they use. 

Burgess Trimmer reported on a meeting he and Mary had with Mr. Jim Gugel. There are forms that need updated and Mary and Mr. Gugel will work on those. Mr. Gugel also informed us that we now have a new Planning and Zoning Coordinator for Woodsboro who will begin in February 2006. Mr. Gugel also informed us that we will not be cut back on hours provided by the County. He also suggested we do not hire a Code Enforcer at this time. 

Burgess Trimmer reported on the SCADA system. He suggested the Town wait on moving forward with the expense on this system for Mr. Markey is proposing Woodsboro receive funds through Homeland Security. This proposal is going before the County Commissioners on February 2nd. The Board agreed to wait.

Commissioner Smith opened discussion on pre-purchase of water taps. After a brief discussion the Board agreed there will be no pre-purchasing done. A motion was passed 4 – 0 not to allow pre-purchases.

Commissioner Smith opened discussion on the Copper Oaks covenants. According to the covenants no one is allowed to operate a business from their home. Doug and Oneida Eaves were given three opportunities to withdraw their application and they chose to continue forward. The $750 fee collected by the Town of Woodsboro was for the Special Exception they obtained through the Board of Appeals system. The Board agreed it is the homeowners due diligence to know what is in their covenants. Burgess Trimmer will send a letter to them explaining this.

Commissioner Morgan presented a list of maintenance projects that need done in the town. He asked that if anyone has anything to add or change to please do so.

There being no further business the meeting was adjourned.
