The regular scheduled Workshop Meeting of the Woodsboro Town Council was held on Monday, October 31, 2005 at the Town Hall with the following members present:

 

     Burgess Trimmer, Commissioners Brakebill, Smith, Kline and Morgan.

 

Burgess Trimmer called the meeting to order.

 

The first line of business was with Laurel Sand and Gravel, Inc. with their proposed expansion plan.  Two representatives from Laurel Sand and Gravel and Mr. Jim Gugel and Mr. Charles Heath, Frederick County Planning and Zoning were on hand.   Mr. Heath provided the Council with handouts on the expansion.  A lengthy discussion was held on the proposed expansion and questions and concerns were handled.  Mr. Heath informed the Council that this was an informational meeting only.

 

Burgess Trimmer reported on the Frederick County MML Legislative Dinner being held on November 16, 2005 at the Cozy Restaurant in Thurmont, MD.  Burgess Trimmer and Commissioner Morgan will be in attendance.

 

Burgess Trimmer reported on the MML meeting he recently attended.  He informed the Council of MML proposing the Town of Woodsboro receive $8400 from tax equity for police protection.  Burgess Trimmer also reported that we can increase our protection up to $49,000.  Commissioner Brakebill suggested we obtain an itemized report from the Sheriffs Department.  Burgess Trimmer will request one. 

 

Burgess Trimmer informed the Council of fire trucks from out of town loading water from the town’s fire hydrant by Highs.  Recently Burgess Trimmer had to shut them down.  One of the Fire Companies has filed a complaint with the State Fire Marshall based on who has the authority to say who draws town water from hydrants in a town limit.

 

 

 

Burgess Trimmer informed the Council of a meeting he has with Homeland Security on November 3rd to discuss potential funds.

 

Burgess Trimmer reported on American Eagle cleaning up around the grounds by request of the property owner, Mr. Carl Miller. 

 

A brief discussion was held on the closing time at the park.  Commissioner Morgan agreed to order signs stating that it closes at 10:00 PM.

 

Commissioner Smith informed the Council of a correction to the water bill for Woodsboro Auto Group, 7 Council Drive.  There are only 3 businesses in the building not 4.  Mary will adjust the bill.

 

Burgess Trimmer informed the Council of a group he has scheduled to speak after the December Town Meeting.  A representative from Badger will be on hand to demonstrate a new water meter reading system.  He asked that all Councilmen attend.

 

Commissioner Smith updated the Council on the audit.  He reported that last years Federal Grant was not reported as a single audit.  Commissioner Smith suggested we do not do one this year either.

 

With no further business the meeting was adjourned.
