The regular scheduled Workshop Meeting of the Woodsboro Town Council was held on Monday, September 26, 2005 at the Town Hall with the following members present:

 

     Burgess Trimmer, Commissioners Brakebill, Smith, and Morgan.

 

Burgess Trimmer called the meeting to order.

 

First line of business was with Ms. Julie Zebrowski, Baseball Commissioner of WNMRC.  Ms. Zebrowski was on hand to present a proposal for lights on the ball fields in the Park that would only be used during the ball season.  It was agreed that the Rec Council will pay the electric bill, do all maintenance work, etc.  Commissioner Smith would like to see a site plan.  Ms. Zebrowski agreed to present one to the Council.

 

The next line of business was with Mr. Eric Drissen and Mr. Kevin Sadowski of Ellis Denning Construction & Development, representing Mr. Orren Stein, to discuss annexation of 98 acres.  Commissioner Smith suggested they provide a 50 gallon per minute well and have adequate storage for fire service and service to new homes up on the hill.  Commissioner Brakebill asked that a traffic study on Gravel Hill Road and Rt. 550 be done.  Mr. Drissen and Mr. Sadowski agreed to do so.  After a lengthy discussion on phasing in the new homes over a 4 year period the representatives informed the Council they will think about the project and get back in touch with the Council.

 

Our next line of business was with Mr. Charles Heath, Frederick County Planning and Zoning Coordinator to present Text Amendments.  Mr. Heath presented the Council with handouts.  After a brief discussion he asked them to review the Text Amendments and bring their concerns to the November 8th Town Meeting.

 

Burgess Trimmer read to the Council a little note that he would like to see go in with the October Utility Bill explaining the new trash collection fee.  The Council agreed to what was presented.

 

 

Burgess Trimmer presented to the Council a letter submitted by Global Secure Safety asking the Town of Woodsboro to fix a ditch in their parking lot they claim was dug up by the Town and never repaired when public sewer lines were installed.  The Council agreed it is not the Towns problem but Global Secure Safety’s problem.  Mary will notify them by letter of the Council’s decision.    

 

Burgess Trimmer reported on two bids that came in from the three companies contacted for the repaving and water line repair of James Street.  Wolfe and Son, Inc. submitted a bid in the amount of $63,150 and W.F. Delauter and Son, Inc. submitted a bid in the amount of $42,996.  After a brief discussion a motion was made to accept the Delauter bid of $42,996.  Motion passed 3 – 0. 

 

Burgess Trimmer opened discussion on painting curbs and crosswalks.  Commissioner Morgan informed the Council of his contact with McCormick Paints in Frederick to obtain information on the colors and numbers of paint used for curbs and crosswalks.  The Council agreed to have Tom and Dave start the curb painting and a contractor do the crosswalks.  Burgess Trimmer will get with Tom and Dave and contact a contractor.

 

Commissioner Smith suggested the town restrict outside watering.  The Council agreed.  Mary will add a note to bottom of the trash collection note being placed inside the October Utility bill.

 

There being no further business the meeting was adjourned.
