The regular scheduled Workshop Meeting of the Woodsboro Town
Council was held on
Burgess Trimmer, Commissioners Brakebill, Smith, Morgan and Kline.
Burgess Trimmer called the meeting to order.
After review of the July minutes they were approved 4-0.
The first line of business for the evening was with Doug and Oneida Eaves concerning the fee of $750 on the Board of Appeals permit. Mr. Eaves presented the council with copies of his paperwork from the year 2002-03 when he applied for a similar permit showing procedures and fees at that time. Burgess Trimmer presented the Council with a letter and invoice mailed to the Town Office from the Eaves billing the Town for installing the Planning and Zoning Board of Appeals sign. After a lengthy discussion a motion was passed 4 – 0 not to pay this invoice. It was also decided to have the Town Attorney research the Eaves Deed.

The fourth line of business was the Planning and Zoning vacancies. Burgess Trimmer informed the Council there were no interested applicants from the ad that ran in the News Post or Gazette and he recommended Joel Rensberger. He also recommended that Joe Zentner be appointed as an alternate. A motion was passed 4 – 0. Burgess Trimmer will notify the applicants.
The fifth line of business was on billing for trash pick up. Town Attorney, John Clapp, informed the Council there is no maximum amount that can be charged and there does not have to be a contract with the homeowners for it is considered a service to them. Mr. Clapp also informed the Council that we can put a lien on properties for unpaid bills but suggested we have an ordinance for it. A motion was passed 4 – 0 to bill for trash collection with the water and sewer billing and to have the payments applied to the flush fee first, then to trash, sewer and water last.
Burgess Trimmer presented the Council with a drawing of a plat for the Woodsboro Bank ATM on the parking lot at Trout’s Restaurant. A discussion was held concerning Planning and Zonings previous meeting with this issue. The Council decided to have Planning and Zoning handle this situation further.
Burgess Trimmer opened discussion on the water lines at James Street Ext. He suggested that the town replace the 2 - inch lines with 4 - inch lines and replace the fire plug at the old railroad station. The Council agreed to have Burgess Trimmer get quotes from contractors.
Burgess Trimmer asked for the Councils approval to order a few items from USA Blue Book. He would like to order a water line locator, probe and a small pump. The Council agreed to this purchase.
Charles Heath with
Burgess Trimmer informed the Council that Mr. Bob Clark with Key Sanitation will be on hand after the September Town Meeting to review the upcoming contract for trash collection.

a list of Engineers they would like to see the town use in the future. Commissioner Smith said he would contact
