The regular scheduled Workshop Meeting of the Woodsboro Town
Council was held on
Burgess Trimmer, Commissioners Brakebill, Smith and Kline.
Absent from the meeting was Commissioner Morgan.
Burgess Trimmer called the meeting to order.
The first line of business was a recap of the progress on the Lawson property annexation. Burgess Trimmer will check with Mr. Lancaster to see if they have any information on the existing well or a Bond in the amount of $500,000 that would be good for 2 years out.
The line of business discussed was the contract for Key Sanitation. Burgess Trimmer explained to the Council that the proposed contract was for three years. The Council would like to see the contract be a yearly renewal as opposed to three years. Burgess Trimmer will meet with Bob Clark to discuss.
Burgess Trimmer opened discussion trash billing. The Council decided to bill for trash separately from the utility billing. Residents will be billed for trash on the 15th of the last month in the quarter. Utility bills will be sent at the end of that month as usual. A late fee will be assessed like the utility billing. Burgess Trimmer will get in contact with the town lawyer to ensure that our maximum interest fee is in line. He will also check on putting a lien on the house if the trash bill is delinquent for 6 months. Along with the trash discussion was discussion on the utility billing procedures. A motion was passed 3 – 0 to assess a $10 Administrative Fee on all residents receiving the certified letter stating they will soon be 90 days delinquent on their utility bill.

Burgess Trimmer presented a letter/invoice to the Council from Doug Eaves charging the town for the erection of a Zoning Sign in his yard. The Council voted 3 – 0 to send a letter to Mr. Eaves concerning the invoice.
Burgess Trimmer began discussion on the opening with the
Planning and Zoning Board. After a brief
discussion the Council decided to run an ad in the Frederick News Post, Gazette
and the website asking residents to submit a letter of interest to the Town

It was decided that Burgess Trimmer would contact Mr. Masser to inquire on what clean up at the Shuty property he had to do yet.
Commissioner Smith opened discussion on the Public Works Agreement with the Stockyard property. After a brief discussion the Council decided to contact Ausherman to see if there would be a Home Owners Association and who will be responsible for the maintenance on the common areas.
