The Woodsboro Town Council met today at 7:00 PM in the Fire Hall with the following members present:

 

Burgess Trimmer, Commissioners Smith, Kline, Brakebill and Morgan arrived late.

 

Guest attending the meeting was Mr. Charles Heath, Frederick County Planning and Zoning.  Also in attendance was two citizens.

 

Burgess Trimmer called the meeting to order.

 

The October minutes were read and reviewed.  A motion to accept these minutes as read was passed 3 – 0.

 

The October Financial Statement was reviewed.  Commissioner Smith made a correction to move the $7400 that was placed in the Miscellaneous-Sewer account to the Equipment account.  Commissioner Smith also made a correction to move the $3026.11 in Other Expenditures to a liability account.  This is the Bay Restoration (Flush Fee) funds collected.  A motion to accept the Financial Report with these two corrections was passed 3 – 0.  Commissioner Smith suggested we move $125,000 from the Water/Sewer checking account to the Water/Sewer money market account.  He also suggested we move $75,000 from the General Fund checking into the General Fund money market.  A brief discussion was held on moving the one CD into a higher yield account.  The penalty to do this would be $800.  The Council decided not to move it at this time.

 

Under old business a discussion was held on the Civil War Heritage presentation that was given at the previous Planning and Zoning meeting.  Burgess Trimmer and Charles Heath reported.

 

Commissioner Kline reported on the mailbox that citizen John Berkey wanted to install.  Commissioner Kline gave his approval to move forward.

 

Burgess Trimmer reported the MML Dinner scheduled for November 16th has been postponed.  The new date will be on December 8th. 

 

Burgess Trimmer reported the towns maintenance men are currently humanely trapping cats and calling Frederick County Animal Control to pick them up. 

Burgess Trimmer reported on the Tax Equity Program.  He informed the group that we may now only get 60% of the operating cost as opposed to 100%.

 

Under new business Mr. Charles Heath, Frederick County Planning and Zoning Coordinator presented three separate Public Hearings.  The first presented was case #WTA 05-03, Illumination Text Amendment which adds an illumination definition section to the Zoning Ordinance.  A motion to accept this amendment was passed 4 – 0.  The next one was case #WTA 05-02, Draft Accessory Uses which revises the language that is in the current Zoning Ordinance.  After a brief discussion a motion to accept with a few additions and corrections was passed 4 – 0.  The last one was case #WTA 05-04, Planning Commission Rules of Procedure which is a new section.  With two additions to this amendment, a motion was passed to accept 4 – 0. 

 

Commissioner Brakebill reported the AFPO is in the first draft.

 

Commissioner Morgan asked the Council for permission to winterize the park.  The Council agreed to proceed forward with this task.  He also informed the Council of his contact with Fox Associates on putting 30 trees in the park.  He will mark out where they will go after all the leaves have fallen off the trees.

 

Commissioner Kline reported Delauter and Sons has the blacktop repair work at Copper Oaks completed and are now moving onto James Street for the repaving.

 

There being no further business the meeting was adjourned.
