The regular scheduled Workshop Meeting of the Woodsboro Town
Council was held on
Burgess Trimmer, Commissioners Morgan, Smith, Hub and Kline.
Burgess Trimmer called the meeting to order.
The first line of business was a presentation on Water Infrastructure. Scott Shipe with J. Scott & Associates, Inc. was on hand to present the presentation. He informed the Board that his main line of work is Fire Hydrant Audits and Water Meter Testing. Mr. Shipe gave a rough estimate of $3000 for an audit on the entire water system that would determine unaccountable water. After a brief discussion Burgess Trimmer asked Mr. Shipe to look over our system and get back to him with a proposal.
The next line of business was Ms. Sharon Shuster with
NEWCAP. Ms. Shuster spoke briefly on the
New Windsor/Lehigh Quarry crusher system.
She extended an invitation to the Town of
Burgess Trimmer opened discussion on the Maryland Rural Water and the Maryland Municipal League conventions. Mary will make reservations for those wanting to attend both conventions.
Burgess Trimmer presented an invoice in the amount of $10,600 payable to the auditors. The board agreed to pay this invoice. Motion passed 4 – 0 .
Burgess Trimmer opened discussion on the various loans the town holds with USDA. After a brief discussion the board decided to inquire on paying $200,000 toward the principal of the loan with the highest interest rate. Mary will inquire on paying extra toward the principal and working the loan to it’s original years.
Burgess Trimmer reported on the sidewalk project at the
Burgess Trimmer opened discussion on Arnold Alley. He reported speaking with both Mr. Hoff,
property owner and Mr. Thomas and Gauss, surveyors. Thomas stated that he started at
Commissioner Hub reported on the website. He informed the Board of the Streets and Sidewalks codes being posted on the web. He reported one contact to date interested in putting a sidewalk in. Hub asked that anyone interested in posting codes on the web to let him know. Parks and Recreation has already posted Rental Forms.
Commissioner Kline opened discussion on sending a letter to American Eagle informing them that “salvaged yards” are not permitted in town. After a brief discussion it was decided to state in the letter that legal action would be taken if not cleaned up after 60 days. Burgess Trimmer thought it would be in the best interest of the town to discuss the letter with the Town Lawyer before sending.
Commissioner Morgan inquired on the SCADA system asking what our next step is on getting a grant for the project. After brief discussion on rather to have Aero Engineering produce the paperwork, Commissioner Smith said that he would contact other municipalities to see who they have do their grant applications.
There being no further business the meeting was adjourned.
