The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, May 11, 2004 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Hub, Morgan, Smith and Kline and 5 residents.

The meeting was called to order at 7:00 PM. The minutes from the last meeting were reviewed. There being no corrections or additions, Burgess Trimmer said the minutes would stand approved as presented.

The new wastewater treatment plant is on line and the old plant has been demolished. There is still some grading to be done. The new plant is working well and the State is pleased with it.

The Community Deputy Program is back and in full swing.

Commissioner Hub said he has received two bids on street repair. He is still waiting on the third. The cost of these repairs will come out of this year’s budget.

Neoterik’s sidewalk has been installed. Burgess Trimmer will contact the State regarding the sidewalk along Coppermine Road at the Medical Center.

Planning and Zoning discussed their section of the Town’s Code. Their next meeting is 5/12/04. They will be discussing the transfer of a small piece property from 209 S. Main Street to 211 S. Main Street and also the 2 houses proposed for James Street Ext. This area will need to be annexed first. Also on the agenda is the annexation of property adjoining Copper Oaks, Neoterik’s plans for expansion, the Stein annexation and further discussion of the Code.

The American Legion will hold it’s annual Memorial Day parade on Sunday, May 30, 2003. It will start at Mt. Hope Cemetary at 1:00 pm.

A swing set, sliding board and spring animals were installed at Copper Oaks Court. A swing set and a sliding board were installed on the other side of the creed in the park.

Underground wiring will begin in the park after baseball season is over.

The DNR will spray the pond when needed.

The Walkersville High School class of 1956 planted a tree in the park in honor of John Stottlemyer.

The American Legion Fishing Tournament will be held in the park on June 5, 2004 from 8:30 am to 12:00 pm.

The 10K race will be held in town this Saturday, May 15. Registration begins at 7:30 am.

Burgess Trimmer said he contacted Mr. Shuty’s nephew regarding the condition of Mr. Shuty’s property on S. Main Street. The property needs to be mowed.

Properties at 106 and 108 N. Main also need to be mowed. Council discussed the Town mowing private property. This discussion was tabled until the May workshop.

The treasurer’s report was reviewed. Commissioner Hub motioned to accept the treasurer’s report. Commissioner Morgan seconded. Passed 4-0.

The proposed 2005 budget was presented. The property tax rate and water/sewer rates will not change. The cost of health insurance has increased greatlt. LGIT will no longer furnish health insurance. Employees opted to keep insurance and not receive a raise. There will no increase in the salaries for the Burgess and Commissioners. Trash collection is becoming quite expensive. Two options are raise property tax rate or establish a program where residents pay for trash removal. This would cost each household $10.00 per month and would be billed quarterly with the water/sewer bills. Budget includes the cost of a new mower and a new loader. The cost of a new copier is also included in the budged. Water/sewer budget includes the cost of a pipe locater. The Council is looking at charging the minimum sewer rate as a per unit rate in multi-unit buildings.

Amos Grimes said the Sheriff’s Department cannot enforce the Town’s Code. The only way to enforce the Code is to hire someone. Before the workshop the cost of this will be looked into so that the budget can be amended if necessary.

A resident from Copper Oaks Court requested a light at the entrance. The Council will ask the Architectural Review Committee to attend the June workshop and discuss the issue with them before making a decision.

Raymond Houck will build a bulletin board for the park. This has already been approved by POS.

The following bills were approved for payment: AC&T, Allegheny Power, AT&T, D&D Safe & Lock, H. B. Duvall, Mid Atlantic Coop, Verizon, WHS Safe & Sound Graduation, Frederick Co. Chapter MML, Conewago, Donald Hahn, James Bell Electric, LAWCO, and Univar USA

There being no further business to discuss, Commissioner Morgan motioned to adjourn. Commissioner Smith seconded. Passed 4-0.
