The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, May 13, 2003 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Hub, Smith, Kline and Morgan and 3 residents.

The meeting was called to order at 7:00 PM. The minutes from the last meeting were reviewed. There being no corrections or additions, Burgess Trimmer said the minutes would stand approved as presented.

The treasurer’s report was reviewed. Commissioner Morgan motioned to accept the treasurer’s report as presented. Commissioner Hub seconded. Passed 4-0.

Commissioner Cady, Vice President of the Frederick County Commissioners said he made a commitment to visit all municipalities at least 3 time a year when he ran and he apologized for not getting to Woodsboro before now. He will be the keynote speaker at the Memorial Day Parade on May 25, 2003.

A pre-construction meeting on the wastewater treatment plant was held on April 15, 2003. Another meeting was held today. The contractor should be ready to start within 2 weeks.

Stambaugh’s, Inc. has completed the paving work in town. They did not respond to requests for bids on the Council Drive waterline or the paving of Gravel Hill Road.

The Town Council met with the developer of the Livestock property at the workshop. There are still some aspects in negotiation.

The parking lot in the park will be paved on April 27, 2003.

Commissioner Hub said the 10K run was a total success. They had a good crowd, a good day and approximately 40 runners.

Town elections were held on Saturday, May 10, 2003. Commissioners Morgan and Smith were re-elected for another 4 year term.

An ordinance regarding the parking of dumpsters, trailers, and campers on public streets was introduced. This ordinance will be voted on at the town meeting in June.

The Council met with Council Drive business and property owners at the workshop regarding a new water line. Two bids for the project were received; one for $50,000.00 and one for $60,000.00. Neither bid will loop the system. Commissioner Kline motioned to accept the low bid. Commissioner Smith seconded. Passed 4-0.

The annual Memorial Day Parade will be held on Sunday, May 25, 2003. The parade begins at Mt. Hope Cemetary and ends at the American Legion. Refreshments will be served at the Legion after the parade.

Bill Rittlemeyer asked the status of the new well and who would be paying for the water line on Council Drive. Both of the wells drilled recently have been abandoned. New well sites should be marked within 2 weeks. The new water line is the Town’s expense, but property owners will pay for connecting their businesses.

Some yard waste has not been picked up recently. This will be looked into over the next several weeks to see if the collector is missing pick-ups or if residents are setting the yard waste out late.

There will be a bulk trash pick-up in town on Friday, May 23, 2003. Residents must register with the County to be eligible for this pick-up.

The Town is taking bids for resurfacing Gravel Hill Road. Commissioner Hub also said that letters regarding sidewalks will be sent out.

Commissioner Morgan said that Alternative Sentencing is painting the maintenance building in the park.

The American Legion’s Fishing Tournament will be held on June 7, 2003.

A representative of Ausherman Builders said he wanted to know if the Council had decided whether they would require a well or money in lieu of a well for the Livestock property development. Commissioner Kline said he was in favor of the money. Commissioner Smith agreed saying money could help add filtration to existing wells. Commissioner Hub said he would like to see Ausherman’s well report before making decisions. Commissioner Morgan agrees with money over well. Commissioner Kline motioned to accept $100,000.00 payment in lieu of supplying additional water and in addition to payment of tap fees. Commissioner Morgan seconded. Passed 4-0. Payment of money will be made on or before first recordation of plat.

The proposed budget was introduced. The State has cut highway revenues to municipalities. Budget proposed a raise for the Burgess and Commissioners and a 2% increase for employees. Some tap fees from the Livestock development are anticipated. The budget will be voted on at the June town meeting.

The following bills were approved for payment: Allegheny Power, Verizon, Roberts Electric Motors, Mid Atlantic Co-Op, Clapp & Carper, Stambaugh’s, Inc., and Gladhill Plumbing.

There being no further business to discuss, Commissioner Kline motioned to adjourn the meeting. Commissioner Hub seconded. Passed 4-0.
