The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, March 9, 2004 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioner Hub and 7 residents.
The meeting was called to order at 7:00 PM. The Pledge of Allegiance followed. The minutes from the last meeting were reviewed.
Commissioner Hub is looking into reported cracks in curbing on Copper Oaks Drive and Copper Oaks Place.
The Town had an opening on the Planning and Zoning Commission. Scott Brakebill, a member of the Board of Appeals requested to transfer to Planning and Zoning to fill the opening. Ed Higinbotham was appointed to fill Mr. Brakebill’s position on the Board of Appeals. The Board of Appeals will meet on 3/16/04 to discuss Mr. Beall’s variance on James Street Ext. and the Woodbury subdivision.
Have not begun drilling for the new will because of contractor’s concern about getting equipment across the bridge.
The new wastewater treatment plant should be on line by 4/1/04. Burgess Trimmer has a meeting tomorrow to discuss whether the new plant will meet the proposed new regulations.
Community Deputy Program will start up again the first part of April.
The Council met with Mr. Stein at the workshop to discuss his annexation. This issue will be discussed further in the future.
General Code talked with the Council at the workshop about putting zoning on the Town’s website. This issue is on hold while other options are explored. We hope to have the Code updated by June.
The County’s new permitting program has a few bugs that still need to be worked out.
The date of the Town’s spring bulk trash pick-up will be in the April newsletter.
Commissioner Hub called the Frederick News-Post about delivery of the Leader. He should know more in a week or two.
The treasurer’s report was reviewed.
Mr. Rittelmeyer asked about stakes in the park. Trees will be planted in these locations as part of Woodbury subdivision reforestation.
Commissioner Hub will be looking at alleys to see if any are in need of resurfacing.
There are 2 sidewalks repairs still in process: Neoterik and the Medical Center. Both will be done in Spring. The State will be putting in sidewalk on Coppermine Road From Main Street to the bypass.
Mrs. Cayer asked that the Town enforce any ordinances on the books to have the Shuty property cleaned up. We will call John Clapp to see what the Town can do.
Mr. Mordan said that the new lights at High’s are wonderful.
Mr. Rittelmeyer suggested putting a sealer (slurry seal) on some of the Town’s streets to help prevent deterioration.
The following bills were approved for payment: AC&T, IWIF, McGladrey & Pullen, Mid Atlantic Coop., Saylor’s Hardware, AOL, Arro Consulting, AT&T, Busy Service, F&M, and Fogle’s Septic.
There being no further business to discuss, the meeting was adjourned.
