The meeting was called to order at 7:00 PM. The minutes from the last meeting were reviewed. There being no corrections or additions Commissioner Kline motioned to approve the minutes as presented.
Commissioner Hub seconded. Passed 3-0.
The treasurer’s report was reviewed. The town has a CD maturing on March 16, 2003. Commissioner Kline motioned to put the money into the water/sewer money market. Commissioner Hub seconded. Passed 3-0. Commissioner Kline motioned to accept the treasurer’s report as presented. Commissioner Hub seconded. Passed 3-0.
Burgess Trimmer met with the engineers regarding the new well. The well tested bad and has been abandoned. The town is in the process of looking at three different areas; one at the water tank at Copper Oaks, one above the soccer field, an area by the tennis court.
MDE has approved a five hundred thousand dollar grant for the wastewater treatment plant. This brings the total of grant money to $1.4 million.
The water ban was discussed. Commissioner Kline motioned to lift the water ban. Commissioner Smith seconded. Passed 3-0.
The new heat pump at the wastewater treatment plant has been installed. New breakers should have been installed last night.
The wireless antennas for AT&T are not yet complete. There is no new wording T-Mobile.
Stambaugh’s, Inc. would like more payment on the outstanding bill. We still owe $19,000.00. Commissioner Kline motioned to send $12,000.00 with the balance sent upon completion of the work. Commissioner Hub seconded. Passed 3-0.
Commissioner Hub called and had the dumpsters on Main Street removed. He feels the town office should be notified before dumpsters are brought in and placed on public streets.
Utility Service Company wants a $200.00 per year increase in their maintenance agreement due to the placement of AT&T’s wireless antennas. Commission Hub motioned to pay the increase. Commissioner Kline seconded. Passed 3-0.
Planning and Zoning will meet tomorrow night at 7:00 PM. They’re working on a comprehensive plan update for the town.
Three ordinances were presented. Ordnance 03-01 is a general obligation bond anticipation note (Sanitary sewage treatment plant project) 2003 series, ordinance number 03-02 is a Rural utilities service loan resolution and ordinance number 3-03 is General obligation bonds (sanitary sewage treatment plant project). Commissioner Hub motioned to accept Ordinance 03-01. Commissioner Kline seconded. Passed 3-0. Commissioner Smith motioned to accept Ordinance 03-02. Commissioner Kline seconded. Passed 3-0. Commissioner Kline motioned to accept Ordinance 03-03 contingent upon the change of the word water to sewer. Commissioner Hub seconded. Passed 3-0.
Delegate David Brinkley has requested that $31,000.00 in POS money be approved for the town. Public Works approval is still needed.
Commissioner Hub said the Rec Council will hold a 10K run in the park on April 12, 2003.
Commissioner Hub said he would like to see the town purchase a digital camera. After discussion Commissioner Hub motioned to purchase the camera and spend up to $320.00. Commissioner Smith seconded. Passed 3-0.
Burgess Trimmer said he and Donald Gladhill went to Taneytown and picked up the new truck yesterday.
Burgess Trimmer said there is a major water leak in town in the Industrial Park. Maryland Rural Water has tried for three days to locate the leak with no success. They will try again on Thursday. The town is losing approximately 100,000 gallons of water a day. Burgess Trimmer said there was only one valve to shut down the industrial park and this can’t be closed because it affects the wastewater treatment plant he feels the Council should seriously consider running a new line and having the businesses hook in. He has contacted two contractors to get prices for doing this work. He said he talked to the State Highway Administration and they have no problem with running a line next to their property.
The following bills were approved for payment: Allegheny Power, Staples, James Bell Electric Brandenburg Electric, Southern States, Verizon, AT&T, Eichelbergers, Inc., Arro Consulting, Kappe Associates, H. B. Duvall, Green Glade Welding, N. Z. Cramer, LGIT, Stambaugh’s, Inc..Central Parts Warehouse, Gladhill Construction, Woodsboro NAPA Auto, AC&T and Fogle’s Septic Clean.
There being no further business to discuss, Commissioner Kline motioned to adjourn the meeting. Commissioner Smith seconded. Passed 3-0.
