The regular monthly meeting of the Woodsboro town Council was held on Tuesday, June 10, 2003 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Hub, Smith, Kline and Morgan, Victoria Tipton and 4 residents.

The meeting was called to order at 7:00 pm. Ken Morgan and Gary Smith were sworn in by Victoria Tipton as Commissioners.

The minutes from the last meeting were reviewed. There being no corrections or additions, Burgess Trimmer said the minutes would stand approved as presented.

The wastewater treatment plant upgrade has begun. A progress meeting was held today. Everything is going well.

The new waterline on Council Drive is in. Hook-ups are not complete yet.

The Council will check to see if the Town owns the alley behind the Mordan property.

Planning and Zoning expressed concerns regarding agreements made with purchasers of the livestock property. Issues were discussed and problems were straightened out.

The American Legion Fishing Tournament was rained out, but will be rescheduled in September.

Council agreed to accept the $100,000.00 offered by Ausherman Development in lieu of them drilling a well on the livestock property.

The treasurer’s report was reviewed. Commissioner Kline motioned to accept the treasurer’s report as presented. Commissioner Hub seconded. Passed 4-0.

Judy Katz asked where the entrance to High’s off Main Street would be. It will be across from the driveway of the last house on North Main Street.

The Town received four bids to repave Gravel Hill road. The bids will be reviewed and presented at the July meeting.

The proposed budget was presented at last month’s meeting. Commissioner Morgan motioned to accept the budget. Commissioner Smith seconded. Passed 4-0.

An ordinance regarding the permitting of dumpsters, campers, etc. was presented last month. Commissioner Kline feels that "motor home" should be added to the definitions. Council feels language is adequate. Commissioner Morgan asked how visitors to Town with trailers would be handled; should a sentence be added excluding visitors. Council feels this should be handled at their discretion. Commissioner Kline motioned to approve the ordinance. Commissioner Hub seconded. Passed 4-0.

A resident on Short Street has requested the street name be changed to Wood Street. Commissioner Kline will contact Planning and Zoning for their opinion before any action is taken.

DNR is working at the pond to kill duckweed. Commissioner Morgan has ordered the chemical needed and DNR will treat. They will also put barley straw in the pond to held control and algae.

The following bills were approved for payment: Allegheny Power, N. Z. Cramer, AT&T, Clapp & Carper, Mid Atlantic Co-Op, Stambaugh’s, Inc., Gladhill Tractor Mart, Woodsboro NAPA Auto Parts, Sam’s Club, SKS Equipment, Fogle’s Septic Clean, Kappe Associates, Roberts Electric Motors, Ferrellgas, Donald Gladhill, Ferguson Ent., and USDA.

There being no further business to discuss, Commissioner Kline motioned to adjourn the meeting.
