The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, July 9, 2002 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Smith and Kline, Bob Clark of Key Sanitation, Richard Parks of Arro Consulting and 8 residents.

The meeting was called to order at 7:00 pm. Richard Parks addressed the bids for the wastewater treatment plant upgrade. Four bids were submitted ranging for $2.2 million to $2.8 million. The engineers estimate was $2.2 million. The low bidder, Conewago bid $2,322,954.00. Mr. Parks said Arro feels this is fair and reasonable and recommends awarding the bid to Conewago. He said that the Council would have the final say on any change orders. Commissioner Kline motioned to accept Conewago’s bid contingent on RDA’s concurrence. Commissioner Smith seconded. Passed 3-0. Commissioner Hub was absent. Commissioner Morgan gave written acceptance of the low bidder. Council decided to make decision on alternative bids at a later date.

The minutes from the previous meeting were reviewed. There being no corrections or additions, Commissioner Smith motioned to accept the minutes as presented. Commissioner Kline seconded. Passed 2-0.

The treasurer’s report was reviewed. Commissioner Kline motioned to accept the treasurer’s report. Commissioner Smith seconded. Passed 2-0.

Burgess Trimmer said the Council will be discussing yard waste with Bob Clark this evening.

The water ban on all outside use of water is still in effect.

The High’s store will loop the town’s water system and they will also put sidewalks down Main Street.

Stambaugh’s, Inc. has completed all the work on Arnold Alley with the exception of the paving which will be done at a later date.

Mrs. Hotchkiss asked if gray water and captured rain water could be used to water plants. Council said yes.

Mary Klotz questioned the new water/sewer rates. She said that she only uses an average of 2000 gallons of water per quarter and she feels that paying $81.25 for sewer is unfair for people who don’t use any more water than she does. Commissioner Smith explained that a minimum sewer charge was established in 1980 when the sewer went in in order to be able to pay for the system. The water rate was designed so that residents pay for only the water they use. Neither of these rates has increased since the 1980’s.

Burgess Trimmer said that the street lights on Weinberg Court are not owned by Allegheny Power and therefore cannot be repaired by them. Allegheny Power sent the Town a contract to convert the street lights to their system so that they can perform maintenance. The Town would save approximately $13/month with the conversion. Commissioner Kline motioned to table this discussion until the workshop. Commissioner Smith seconded. Passed 2-0.

Burgess Trimmer said it would cost approximately $620.00 to purchase 2 additional radios that would work with the Town’s existing system. Commissioner Smith motioned to purchase the radio’s. Commissioner Kline seconded. Passed 2-0.

Burgess Trimmer said he will be meeting with AT&T on Friday at 9:00 am to discuss the antennas on the water tank.

Burgess Trimmer said he has a proposal to redo the alley by the Lutheran Church from Adams Street to Second Street. This includes storm drains and repaving. This issue will be discussed further at the workshop.

At the MML Conference in Ocean City, Burgess Trimmer attended a seminar on sidewalk liability. He said that municipalities are ultimately responsible for seeing that repairs are made to sidewalks.

Bob Clark of Key Sanitation addressed the Council regarding the problem with yard waste in trash collection. He feels the best way to handle this problem would be a separate pick-up for yard waste only. This would save $320.00/month in tipping fees. Mr. Clark said that the proper way to dispose of yard waste is in brown biodegradable bags. This issue will be discussed at a later date.

The following bills were approved for payment: Wind River Environ., Transply, Verizon, Donald Gladhill, James Bell Electric, Quynn-Cromwell, Gladhill Plumbing, Kappe Assoc., Mid Atlantic Coop., BB&T Frederick Underwriters, The Moore Store, Frederick News-Post, N. Z. Cramer, Allegheny Power, Key Sanitation, LGIT Health Pool, Gladhill Tractor Mart, AC&T, Southern States, MML (dues), IWIF (premium), Stambaugh’s, Inc. Lee’s Welding, H.C. Summers and Woodsboro NAPA Auto Parts.

There being no further business to discuss, Commissioner Smith motioned to adjourn the meeting. Commissioner Kline seconded. Passed 2-0.
