CORPORATION OF WOODSBORO

The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, January 14, 2003 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Morgan, Smith, Hub and Kline, and 2 residents.

The meeting was called to order at 7:00 pm. The minutes from the previous meeting were reviewed. There being no corrections or additions, Commissioner Kline motioned to accept the minutes as presented. Commissioner Smith seconded. Passed 4-0.

The treasurer’s report was reviewed. Commissioner Hub motioned to accept the treasurer’s report. Commissioner Morgan seconded. Passed 4-0.

Commissioner Hub will get prices on paving Gravel Hill Road from the railroad tracks to Adams Street.

The purchase of a new truck, plow and salt spreader was discussed. Commissioner Kline motioned to purchase the truck. Commissioner Hub seconded. Passed 4-0. Commissioner Kline motioned to pay for the truck from existing funds instead of financing it. Commissioner Hub seconded. Passed 4-0.

The new well was pumped last week for water quality testing. The pumping didn’t affect the sinkholes. There are no results yet. The 72 hour pump test will be done the first part of February.

There is still no word from USDA on the additional $600,000.00 grant. Arro Consulting feels the Town needs to make a decision as soon as possible so that construction on the sewer plant upgrade can begin. Discussion with 2 banks will take place at the workshop on January 27.

Burgess Trimmer said he signed off on all plans for High’s on Christmas Eve. They will begin work when the weather breaks.

AT&T Wireless are working on installing their antennae. Burgess Trimmer met with T-Mobile and gave them the Town’s contract specifications. T-Mobile will be at the workshop on January 27.

Commissioner Morgan said the parking lot and road projects have been received by POS. No firm commitment at this time.

The water ban was discussed. Commissioner Kline motioned to rescind the town’s water ban and follow the State’s guidelines. Commissioner Morgan seconded. This was followed by discussion after which, in order to avoid any confusion by residents, it was decided to let the current water ban in effect until Spring.

The annual Maryland Municipal League conference will be held June 22 through June 25, 2003 in Ocean City. The Town will make 5 reservations.

The annual Maryland Rural Water Association conference will be held the end of April in Ocean City.

Commissioner Morgan suggested putting in the newspaper that residents with off street parking should keep their vehicles off the street for snow plowing.

Commissioner Hub said he heard only positive comments regarding recent snow removal. He said that the crew as to be commended.

Cramer, LGIT, McGladrey & Pullen, Gloria Gladhill, Clapp & Carper, Allegheny Power, Staples, Moore Store, General Engineering, Transply, AT&T, Verizon, Mid Atlantic, Gladhill Plumbing, Wind River Environmental, Arro Consulting, Kappe Associates, Woodsboro NAPA Auto, D & D Safe & Lock, Dennis Chlorination, and Univar.

There being no further business to discuss, Commissioner Smith motioned to adjourn the meeting. Commissioner Hub seconded. Passed 4-0.
