The Woodsboro Town Council met today at 7:00 PM in the Fire Hall with the following members present:

 

            Burgess Trimmer, Commissioners Morgan, Hub, Smith and Kline.

 

Also attending the meeting was Charles Heath with Frederick County Planning and Zoning, and four citizens.

 

Burgess Trimmer opened the meeting with the Pledge of Allegiance.

 

The December minutes were reviewed and accepted with one correction.

 

Burgess Trimmer opened discussion on the Financial Statement.  It was noted that the audit was complete and we will contact the auditor to present it at the next Town Meeting.  Burgess Trimmer opened discussion on $84,751 that the Water and Sewer fund owes to the General Fund.  It was voted on and passed 4 – 0 to transfer the funds at this time.  After a brief discussion, the Financial Statement was approved with two corrections. 

 

Under Old Business Commissioner Hub reported that the Medical Center sidewalk still needs to be completed.  He will contact the vendor to get this done. 

 

Burgess Trimmer reported that the new building at the pumping station is near completion.  The lines and crosswalks on Main Street have been painted and look great.  A motion was passed 4 – 0 to pay this invoice in full. 

 

A lengthy discussion was held concerning Mr. Hoff’s property line being moved in order to “square” things off.  The conclusion was to contact the two surveyors, Gauss and Thomas, Moore and Associates, to attend a workshop meeting for further discussion. 

 

It was reported that the trailer and basketball hoop discussed in December’s meeting have been moved.

 

 

Under New Business Charles Heath discussed the Planning and Zoning fees.  He noted a joint meeting between the Woodsboro Planning Commission and the Council held in August, 2004 that entailed going through a long list of fees to be reviewed from Frederick City and several other towns in the County.  To his best recollection our last increase was before 1997 when a proposal was never accepted.  A brief discussion was held and a motion passed 4 – 0 to put the new fees into effect February 1, 2005. 

 

Burgess Trimmer reintroduced the ordinance for a trash removal fee and it will be voted on in March, 2005. 

 

It was announced that Christmas trees will be picked up January 13th and 20th and bulk trash pick up is scheduled for January 26th. 

 

There being no further business the meeting was adjourned.
