The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, February 10, 2003 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Morgan, Hub, and Smith and 3 residents.

The meeting was called to order at 7:00 PM. The minutes from the last meeting were reviewed. There being no corrections or additions, Burgess Trimmer said the minutes would stand as presented.

The treasurer’s report was reviewed. Commissioner Hub motioned to accept the treasurer’s report as presented. Commissioner Morgan seconded. Passed 3-0.

Burgess Trimmer said that bad weather has prevented the Town from checking into cracks in the curbing on Copper Oaks Drive and Copper Oaks Place.

Jerry Muir has advised the Town that he will be resigning from Planning and Zoning due to scheduling conflicts. A replacement will need to be found.

Test drilling for a new well in the park is scheduled to begin in February.

The wastewater treatment plant upgrade is still ahead of schedule. Training sessions will begin in the next several weeks.

The Community Deputy Program was discussed. Commissioner Hub would like to restart the program in March. Commissioner Morgan would like to meet with them prior to restarting the program. Commissioner Smith suggested waiting until April to restart because of weather and the time change.

Commissioner Hub said he contacted High’s about their responsibilities in regard to clearing the sidewalks around their store.

Judy Katz asked if snow could be cleared closer to the curbs to allow for better drainage. Burgess Trimmer said there is no place to push snow during a heavy snowfall except back on opened sidewalks. Mr. Robbins said he dug out grates to allow drainage and feels that more residents could do the same.

There will be a Planning and Zoning meeting on February 11, 2004. Two proposed houses on James Street Ext. will be discussed.

A possible annexation of part of the Stein property will be discussed at the February workshop on Monday, February 23, 2004.

A representative from General Code will be at the workshop to discuss putting the Town’s zoning regulations on our Website.

Commissioner Morgan suggested scheduling the spring bulk trash pick-up prior to April so that it could be advertised in the newsletter.

Concern about the local free newspapers (Leader and Gazette) littering the Town was discussed. Commissioner Morgan said that anyone not wanting delivery should contact the circulation department of the Frederick News-Post and the Gazette and notify them to stop delivery.

Mr. Robbins said that the electrical work in the train station should be done in the next several weeks. Dahl Drenning will be doing a presentation in March.

The following bills were approved for payment: Allegheny Power, AT&T, Document Solutions, Donald Gladhill, Southern States, Fogle’s Septic, MG Industries, Verizon, Arro Consulting, Gladhill Plumbing, AC&T, AT&T, Ceresville New Holland, H. B. Duvall, Trout’s Towne Restaurant, Sharrer’s Tire Service, Key Sanitation, LGIT, Martin Welding, Frederick Fence Co., and Shannon Baum Signs.

There being no further business to discuss, the meeting was adjourned.
