The Woodsboro Town Council met today at 7:00 PM in the Fire Hall with the following members present:

 

            Burgess Trimmer, Commissioners Morgan, Smith and Kline

 

Absent from the meeting was Commissioner Hub.

 

Guests’ attending the meeting was the Walkersville Girl Scout Cadet Senior Troop # 193.  Also in attendance were two citizens.

 

Burgess Trimmer opened the meeting with the Pledge of Allegiance.

 

There was a slight variation in the agenda allowing Ms. Tracey Whitehouse with McGladrey and Pullen, Certified Public Accountants to present the Town Audit.

 

The January minutes were reviewed.  Burgess Trimmer reported on the following:  The transfer of funds from the Water and Sewer Fund to the General Fund was completed.  The sidewalk at the Medical Center is completed all except for some top soil and grass seed that will be completed in the spring.  The new building at the pump station has been placed on hold until warmer weather.  The next step is to remove the old building.  It was decided to hold off on doing so until warmer weather so that the old building can serve as insulation.  Burgess Trimmer has spoke with Mr. Huff concerning the property line several times.  Mr. Huff has decided to put everything on hold at this time. 

 

Burgess Trimmer reviewed the Financial Statement.  The Commissioners voted 3-0 to move $50,000 from the General Fund checking account to the General Fund money market.  The financial statement was approved 3-0.

 

 

Burgess Trimmer reported on the meeting with Scott Shipe of J. Scott & Associates, Inc.  Mr. Shipe specializes in Water and Wastewater Infrastructure.  The Council decided that Mr. Shipe would present a proposal on Meter Accuracy in the Town.

 

Burgess Trimmer reported on a letter received from Mr. David Brinkley.  The Board of Public Works has approved funding in the amount of $14,000 for improvements at the park.

 

Burgess Trimmer also wanted to bring to everyone attention the notice of a new county adopted ordinance.  Effective February 1, 2005 you must have a house number visible from the road.  This is being enforced by the Fire Prevention Code.  One question was rather the Town of Woodsboro enforces this code or will the county.  It was decided to discuss this further at the February 28th Workshop meeting.

 

Under New Business Mr. Joel Rensberger and Mr. J. Robbins gave an update on previous and upcoming events with the Historical Society.  They also discussed the Main Street Maryland Program.  Burgess Trimmer agreed to have more information available at the February Workshop meeting.

 

Citizens were curious as to when the Sheriff’s deputies would begin their patrol.  After a brief discussion it was decided to wait until April to begin.

 

Commissioner Morgan opened discussion on the signs that have been stolen in the town.  He wanted to know if the signs would be replaced.  After a brief discussion it was decided that they would be ordered and put up.

 

Commissioner Kline reported on Planning and Zoning.  The next meeting will be held on Wednesday, February 9th.  It was noted that the Planning and Zoning Commission has made up an ordinance on signs in town.  They will approve at this meeting what will be presented to the commissioners.

 

Burgess Trimmer opened discussion on trash collection reporting that there will be a significant increase in the coming year.

 

There being no further business the meeting was adjourned.
