Tuesday, February 12th, 2002

The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, February 12, 2002 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Morgan, Smith, Kline and Hub, Jim Gugel, Seymour Stern, John Clapp, Fran Zeller, Gordon Cooley, Brian Darnell, VP of Highs and 2 resident.

The meeting was called to order at 7:00 pm. The minutes from the previous meeting were reviewed. There being no corrections or additions, Burgess Trimmer said that the minutes would stand as presented. All of the new park playground equipment has now been installed.

There is still no response from the Copper Oaks Architectural Control Committee regarding the addition of a street light at the upper entrance to Copper Oaks Drive at Coppermine Road.

The Woodsboro Volunteer Fire Company banquet will be held on February 16,2002 at the Libertytown Fire Company at 6:30 pm.

The treasurer’s report was reviewed. Commissioner Smith motioned to approve the treasurer’s report. Commissioner Hub seconded. Passed 4-0.

Jim Gugel explained the annexation request for 3.4 acres at the north end of Town. Most of the annexation is F & M property but a small amount belongs to the Medical Center. The zoning for the Medical Center property is CBD and the zoning for the F & M property is Highway Services which now permits gas stations. He said that the annexation is consistent with the master plan and Staff recommends approval of the annexation with the right to review the architectural design. Concern was expressed about the entrances to the proposed site. Residents present did not want an entrance/exit onto Main Street. Mr. Stern said that the entrances haven’t been determined yet. This will be done in conjunction with the site plan. Residents were told to attend the Planning and Zoning meeting when the site plan is presented. Mr. Clapp went through the annexation agreement and resolution with the Council. Commissioner Smith would like to see property taxes paid immediately upon annexation. The Council also requested that the language in paragraph 5 of the resolution be removed. These changes were agreed to by both parties. Commissioner Kline motioned to accept the annexation agreement. Commissioner Hub seconded. Passed 4-0. Commissioner Kline motioned to accept the annexation resolution with corrections. Commissioner Morgan seconded. Passed 4-0. Mr. Stern will re-do the resolution and return it to Burgess Trimmer for signatures.

The Town of Woodsboro’s website is now up and running. It can be accessed at

One part of the wastewater treatment plant construction permit has been approved and is ready for signature by Mr. Summers and Dr. Yu. MPDES permit becomes effective 3/1/02. The Council will hopefully be meeting with MDE next week.

Burgess Trimmer said he donated a Woodsboro throw to Maryland Rural Water Association for the scholarship raffle.

Commissioner Morgan motioned to purchase a refrigerator from Lowe’s for the maintenance men. Commissioner Kline seconded. Passed 4-0.

Commissioner Smith said he received a letter from Senator Ferguson recommending that the Town pay the BOD and TKN fine imposed by MDE.

Commissioner Hub said he contacted Senator Ferguson about getting grant money for sidewalks.

Commissioner Morgan said that POS requests for 2003 are due by April 17, 2002.

The following bills were approved for payment: Woodsboro Bank (payroll taxes), Allegheny Power, Document Solutions (copier), Key Sanitation, Southern States, H. B. Duvall, Gladhill Tractor Mart, Ceresville New Holland, Woodsboro NAPA Auto Parts, Verizon, Frederick Glass, A T & T, Clear Creek Environmental, Busy Service, Transply, and James Bell Electric. There being no further business to discuss, the meeting was adjourned.
