The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, August 10, 2004 at the Fire Hall at 7:00 pm.  In attendance were Burgess Trimmer, Commissioners Kline, Hub, Morgan and Smith, Richard Parks of Arro Consulting, Sgt. Troy Barrick and Lt. Gary Morton of the Frederick County Sheriff’s Department and 4 residents.

 

The meeting was called to order at 7:00 PM.  The minutes from the last meeting were reviewed.  There being no corrections or additions, Burgess Trimmer said the minutes would stand as presented.

 

Burgess Trimmer said the Council is still working on the two ordinances for trash and sewer.

 

Commissioner Hub said that the American Legion’s Fishing Tournament will be re-scheduled for late September.

 

Planning and Zoning met on Jul 14, 2004.  Their recommendations for a new fee schedule will be looked at later this evening.

 

The treasurer’s report was reviewed.  Commissioner Kline motioned to accept the treasurer’s report as presented.  Commissioner Hub seconded.  Passed 4-0.

 

Mr. Davenport asked if speed bumps could be put in on Second Street.  Burgess Trimmer said the Council would have to look into the feasibility of doing this.  Commissioner Morgan noted that speed bumps would make removal of snow more difficult.  The Council will look into this issue and have an answer for Mr. Davenport by the next meeting.

 

A resident asked if Verizon could be contacted about putting cell phone antennas on the water tank.  Commissioner Hub said he has tried, but to date has had no luck.

 

The same resident asked if high speed DSL was available in Woodsboro.  No one knows for sure, but doesn’t think it is available yet.

 

Burgess Trimmer said that the Council has been discussing the possibility of hiring a full time deputy for the town.  He asked Sgt. Barrick and Lt. Morton if they knew of any municipalities who would be interested in sharing a deputy.  They do not.  Sgt. Barrick showed the Council a breakdown of the cost involved in hiring a full time deputy.  The total yearly cost is $78,000.00.  There are grants available to help offset this cost (approximately $5000. - $7000.00/yr) and the tax equity grant would cover about ½ the cost.  A full time deputy could enforce the Town’s Code for criminal or traffic related issues. 

 

Burgess Trimmer said the Town is still having trouble with kids, ie; vandalism, stealing signs, etc.  He asked how the Town would go about getting back stolen signs from these kids if we knew who they were.  Lt. Morton asked if the signs had been reported stolen.  Burgess Trimmer said no.  Lt. Morton said to report stolen signs and build up evidence to where they are so that the Sheriff’s Department can get a warrant, if necessary, and go get them. 

 

The Council requested a monthly report on the Community Deputy Program.  Lt Morton said this hasn’t been done because we only use part time deputy’s.  We will get these reports in the future.  The Council decided to continue the program for 3 months beginning 8/15/04.  The deputy will be in town 3 times a week in 4 hour blocks.

 

Richard Parks addressed the Council regarding the $150,000. water grant.  He said that one way to use the money would be to install auto controls at the wells and water tanks.  This would control the level in the tanks and tell the wells when to come on and go off.  The system can also check the levels of the wells.  Approximate cost is $60,000. - $70,000.  Commissioner Kline motioned to have Mr. Parks move forward on design and to bid the project.  Commissioner Hub seconded.  Passed 4-0.  The Council asked if putting generators on the wells would be covered under the grant.  Mr. Parks said they would.  He will get prices.

 

Planning and Zoning recommends adopting a new fee schedule but did not submit exact prices for the schedule.  The Council wants Planning and Zoning to make specific recommendations on fees.  Bill Rittelmeyer suggested charging a percentage of the County’s fees.  That way if the County’s fees change, so do the Towns.

 

Burgess Trimmer said that Planning and Zoning will meet tomorrow night at 7 pm.

 

Commissioner Hub said he received a letter from Neoterik regarding the sidewalk payment.  They are having financial problems and sent a check for partial payment.  They want to pay off costs monthly.  Commissioner Hub said he would work up a defined payment schedule, including interest, and fax it to John Clapp for approval.

 

Commissioner Hub said he still hasn’t heard from Wolfe & Sons regarding what their bid for paving the alleys includes.  Council will give them until the workshop to reply, but a decision will be made at the workshop.

 

Commissioner Hub got a price of $500.00 to paint the crosswalks on Main Street.  Commissioner Smith motioned to approve.  Commissioner Morgan seconded.  Passed 4-0.

 

Commissioner Morgan said that Earl Powell repaired the old water fountain at the park.  He donated this service.

 

Commissioner Morgan is meeting with Eddie Esworthy next week about painting the pavilions in the park.

 

Burgess Trimmer said that Vicky is leaving on August 27, 2004.  The Town

will be looking for a full time employee.  The ad will go in the paper

tomorrow.

 

 

Bill Rittelmeyer asked about the progress on getting a street light for Copper Oaks Court and Coppermine Road.  He said it could possibly tap into the pole that is already there.  Council will research.

 

The following bills were approved for payment:  Allegheny Power, Mid Atlantic Co-Op, Verizon, Woodsboro NAPA Auto, IWIF, B Equip., Houck Builders, Frederick Equipment, Frederick News-Post, Gladhill Tractor Mart, James Bell Electric, N. Z. Cramer, Kappe Assoc., Maryland Rural Water, and Univar USA.

      

There being no further business to discuss, the meeting was adjourned.
