The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, August 13, 2002 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Hub, Morgan and Kline, and 5 residents.

The meeting was called to order at 7:00 pm. The minutes from the previous meeting were reviewed. There being no corrections or additions, Burgess Trimmer said the minutes would stand approved.

The treasurer’s report was reviewed. Council voted 3-0 to transfer $25,000.00 from the water/sewer checking account to the water/sewer money market. Council accepted request for release of RWC Developments LOC. Council decided to roll-over maturing 6 ¼% CD. Commissioner Kline motioned to accept the treasurer’s report. Commissioner Morgan seconded. Passed 3-0.

Burgess Trimmer said the Town is trying to obtain a $600,000.00 grant from MDE or construction loan from Woodsboro Bank so that the wastewater treatment plant upgrade can get started.

The Council met with Bob Clark of Key Sanitation at the July workshop and signed a new contract. Yard waste will be picked up on Thursdays and must be in biodegradable bags. Regular trash will still be picked up on Wednesdays. There will be 2 bulk trash pick-ups per year.

The water ban on all outside use of water is still in effect. Well drillers will begin drilling for new well(s) the week of 8/12/02.

The street lights on Weinberg Court will be looked at by Jim Bell to see how expense they will be to maintain.

Burgess Trimmer said he will be meeting with AT&T tomorrow. Hopefully the contract will be finalized.

 

The Council will be meeting with VoiceStream at the August workshop to discuss their putting antennae on the Adams Street water tank.

Burgess Trimmer said he contacted Wolfe Brothers and Delauter as well as Stambaugh’s for bids on the alley at the Lutheran Church.

Some sidewalks in Town need to be repaired. Burgess Trimmer met with John Clapp regarding the Town’s liability. Letters will be sent to residents who need to repair/replace their sidewalks in the near future.

The Frederick County Commissioners have started developing a legislation package for the General Assembly.

A mistake was found in enforcement was found in the Town Code under sidewalks. This needs to be changed. The section refers to 136-7 and should refer to 136-8. Commissioner Hub motioned to make this change. Commissioner Morgan seconded. Passed 3-0.

Commissioner Hub said that the website has received over 238,000 hits in the last 9 months. The American Legion, the Fire Company and the Rec Council are now on line.

Bill Rittelmeyer suggested giving residents more than 40 days to repair/replace sidewalks and maybe help coordinate several residents to do sidewalks at the same time so they can benefit from group rates.

The Council said they can waive time limit on a case by case basis.

The following bills were approved for payment: Key Sanitation, LGIT, Staples, Allegheny Power, H. B. Duvall, Knott & Geisbert, AC&T, Gladhill Tractor, McGladrey & Pullen, Summit Supply, N. Z. Cramer, AT&T, Mid Atlantic Coop, Southern States, Gladhill Plumbing, Ferrellgas, General Engineering, Transply, Kappe Assoc., Roberts Electric Motors, and Wind River Environmental.

There being no further business to discuss, Commissioner Kline motioned to adjourn the meeting.
