The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, April 13, 2004 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Hub, Morgan and Kline, Neil Hoffberg of F&M and 4 residents.

The meeting was called to order at 7:00 PM. The minutes from the last meeting were reviewed. Commissioner Hub looked at cracks in curbing on Copper Oaks Drive and Copper Oaks Place and is getting bids for repair. The well drilled in the park produced 25 gallon per minute. It was capped, it is not worth putting a lot of money into at this time.

Mr. Hoffberg, bond council, explained why an emergency ordinance amending ordinance 03-03 to reflect the correct amount and interest rate for the loan on the new wastewater treatment plant

was needed. Commissioner Kline motioned to introduce the emergency ordinance. Commissioner Hub seconded. Passed 3-0. Commissioner Hub motioned to suspend the rules so that the ordinance could be voted on this evening. Commissioner Kline seconded. Passed 3-0. Commissioner Morgan motioned to approved the ordinance. Commissioner Hub seconded. Passed 3-0.

The new wastewater treatment plant is online. The old plant will be demolished the end of the week. A new roof was put over the old sand beds. The current flow is approximately 97,000 gallons per day.

The Community Deputy Program started up again the first of the month.

There has been no further word from Mr. Stein regarding his proposed annexation.

Bulk trash will be picked up in the corporate limits of Woodsboro on Wednesday, May 26, 3004.

Per the Town’s request, the Gazette will not be delivering papers on Main and Second Streets. The Leader is not complying.

Commissioner Hub is getting paving bids for Smith, Powell, Donsife and Dorsey Alleys, as well as Elizabeth and Second Street. He also recommended painting crosswalks.

The Medical Center put in a sidewalk at their location. The State will put in a sidewalk along the Medical Center side of Coppermine Road from Main Street to the bypass. Mr Mordan asked why the Medical Center didn’t put in a sidewalk like the one in front of High’s. Commissioner Hub said the sidewalk is according to Town specs.

Burgess Trimmer said he contacted Mr. Shuty’s nephew about his property on Main Street. No response as yet.

The treasurer’s report was reviewed. Commissioner Hub motioned to accept the treasurer’s report. Commissioner Morgan seconded. Passed 3-0.

There will be a Planning and Zoning meeting tomorrow, 4/14/04, to discuss revisions to the Code and to meet with a developer who wants to annex an area off Coppermine Road behind Copper Oaks.

The American Legion has requested permission to have their annual Memorial Day parade on May 30, 3004. Commissioner Kline motioned to grant request. Commissioner Morgan seconded. Passed 3-0.

Commissioner Morgan said the playground equipment (swing set, sliding board and spring animals) for 2004 POS have been ordered. 2005 projects being submitted this week.

The 4th annual 10-K will be held on May 15, 2004 beginning at 8:30 am. Registration is at 7:30 am.

Scott Brakebill said on approximately March 24 juvenile complaints were made to the Sheriff’s department. Burgess Trimmer said that skateboarding is also a problem again.

The following bills were approved for payment: Maryland Rural Water, Allegheny Power, Arro Consulting, AT&T, Donald Gladhill, Fogle’s Septic, MG Industries, Staples, STH, Verizon, Farmers & Mechanics Bank, Woodsboro Bank (Conewago), Roy Marshall, Frederick Fence Co., Comptroller of Maryland, AC&T, Gladhill Tractor Mart, N. Z. Cramer, Old Dominion Brush, Southern States, Woodsboro NAPA Auto, Frederick News-Post, SKS Equipment, Key Sanitation, and WELCA.

There being no further business to discuss, Commissioner Hub motioned to adjourn. Commissioner Morgan seconded. Passed 3-0.
