The regular monthly meeting of the Woodsboro Town Council was held on Tuesday, April 9, 2002 at the Fire Hall at 7:00 pm. In attendance were Burgess Trimmer, Commissioners Morgan and Hub and 3 residents.
The meeting was called to order at 7:00 pm. The minutes from the previous meeting were reviewed. There being no corrections or additions, Burgess Trimmer said that the minutes would stand as presented.
Yard waste will continue to be picked up with regular trash pick-up until further notice. A decision on how to handle yard waste in the future will be made by 7/1/02. The water ban on all outside use of water is still in effect. The water/sewer letter of credit for RWC Development was reduced to $20,000.00. The street sweeper needs some repair. SKS Equipment is going to do the work.
The annexation north of Town is official. The preliminary plans are on the Planning and Zoning agenda for 4/10/02. Also on the P & Z agenda is Orren Stein’s request for 3 – 4 houses on Creagerstown Road. The Town will look into new pagers for Town personnel this Spring.
The treasurer’s report was reviewed. Commissioner Hub motioned to transfer $20,000.00 from the water/sewer checking account to the water/sewer money market. Commissioner Morgan seconded. Passed 2-0. The Council decided to roll-over the maturing Streets CD. Commissioner Hub motioned to approve the treasurer’s report. Commissioner Morgan seconded. Passed 2-0.
The proposed schedule for the wastewater treatment plant upgrade had the bid advertisement on May 7, 2002, award of contract on July 9, 2002 and completion of the upgrade on 12/3/03.
The Town’s request for a $150,000.00 water grant is at the Clearing House for approval. Should be complete in the next several weeks. TBH has applied for an upgrade of their water appropriations permit. Their current permit allows for 10,000 gal/day with a maximum of 20,000 gal/day. They want to increase to 30,000 gal/day with a maximum of 50,000 gal/day. Their water is taken from LeGore Branch. Commissioner Morgan thanked Donald Hahn for opening the bathrooms at the park.
Commissioner Morgan said that the National Park has some aluminum picnic tables we can have if we are interested. Council decided to try to get several. The workshop in April will be held on Tuesday, April 23, 2002 at 7:00 pm.
The following bills were approved for payment: Clear Creek Environmental, Arro Consulting, United Systems Tech, Transply, Frederick County Rentals, Southern States, N. Z. Cramer, Gladhill Plumbing, Verizon, A T & T, Allegheny Power, Key Sanitation, LGIT Health Pool, Gladhill Tractor Mart, Bill’s Lawnmower, AC&T, and Woodsboro NAPA Auto Parts.
There being no further business to discuss, Commissioner Morgan motioned to adjourn the meeting. Commissioner Hub seconded. Passed 2-0.
