The Woodsboro Town Council met today at 7:00 PM in the Fire Hall with the following members present:

 

Commissioners Morgan, Brakebill, Smith and Kline.  Absent from the meeting was

Burgess Trimmer.

 

Guest attending the meeting was Mr. Charles Heath, Frederick County Planning and Zoning and Lawson property representatives Mr. Howard Stepler and Mr. Lee Miller.   Also in attendance was six citizens.

 

The meeting was called to order by Council President Commissioner Kline who led the group in the Pledge of Allegiance.

 

The first line of business was on the annexation of the Lawson Property.  Commissioner Brakebill gave a brief overview of the history on this annexation.  He informed the group that this was the second petition for annexation and it has gone through numerous iterations of Planning and Zoning.  Charles Heath, Frederick County Planning and Zoning Coordinator informed the group on some details concerning the property.  It is 10.05 acres being annexed into the town of Woodsboro with the zoning being R-1.  It is located on the south side of Coppermine Road, north of Copper Oaks drive.  The intentions are to sub-divide this property into 13 lots.  Mr. Howard Stepler, attorney for the Lawson property spoke on behalf of Mr. Lancaster.  He informed the Council that there is no recollection of an existing on the property.  He also informed them that Harris Plumbing found the water pressure at the Abramson home to be at 40# and they increased that pressure to 100#.   They also found that a ¾” pipe was being used and they (Harris Plumbing) suggested using a 1 ½”.  At this point the general public voiced their concerns.  Joe and Cindy Zentner, residents in Copper Oaks presented the Council with some pictures of yard damage due to water run off from the Lawson property.  A brief discussion was held.  Commissioner Kline clarified with the Lawson representatives that at current there are no existing problems and the Lawson project didn’t do anything to create any problems.  The representatives agreed with this clarification.  Commissioner Smith moved to annex the property into the Woodsboro town limits and Commissioner Brakebill second the motion.  Motion was passed 3 – 0.

 

The next line of business was on sign ordinance changes.  Charles Heath presented the Council with the changes.  Commissioner Smith moved to table the changes until the Council had time to review them at the August 22nd Workshop meeting.  Mr. Heath asked for permission to run the Notice to the Public in the Frederick News Post again.  The Council agreed.

 

Resident Jenny Connolly was hand to discuss the repaving of James Street Ext.  After a brief discussion it was decided that Commissioner Kline would look at the situation and report back at the August Workshop meeting.

 

A review of the June minutes was done.  There being no corrections or additions they were approved 3 – 0. 

 

The treasurers report was reviewed and with no corrections or additions they were approved 3 – 0. 

 

Commissioner Smith reported that he will begin working with the Auditors on August 11, 2005.

 

There being no further business the meeting was adjourned.
