The Woodsboro Town Council met today at 7:00 PM in the Fire Hall with the following members present:

 

            Burgess Trimmer, Commissioners Morgan, Hub, Smith and Kline.

 

Guest attending the meeting was Mr. Terry Rhoderick representing the new Woodbury development.  Also in attendance was two citizens.

 

Burgess Trimmer called the meeting to order with the Pledge of Allegiance.

 

The first line of business was Mr. Rhoderick with an update on the Woodbury development project.  Mr. Rhoderick handed out full sets of the grading plans and sub-division plats to the Council and presented a check to the Town of Woodsboro to submit the plats.  A brief discussion was held on putting a Sales Trailer on Lot # 1 and what requirements would be needed to do so.  The Council decided that nothing was needed to proceed.  Also discussed was a permanent community sign being installed on Lot # 37 and what restriction there would be.  Due to the fact that this sign is a permanent sign the Council agreed that it should be on the Lot.  It was also clarified that there is no entrance from Cornell Drive to Barrick Lane but there will be a sidewalk.  Mr. Rhoderick suggested his group submit a letter of credit to the town for 1.25% of existing contracts.  It was also decided that the Public Works Agreement would be prepared by Mr. Rhoderick’s group and reviewed by the Town Lawyer.  A timeline was presented to the Council showing the infrastructure being completed by Mid-September.  A brief discussion was held on who will perform the inspections in the development.  The county will inspect the storm water management pond and everything else will be inspected by Aero Engineering. 

 

The February minutes were reviewed.  Burgess Trimmer presented a bill from Houck Builders for his work on the new building at the pump station. The Council voted 4 – 0 to move forward on paying for services rendered.  Also discussed was a proposal from Mr. Scott Shipe on a Water Audit and Meter Accuracy Study.  It was decided that Mary would provide a copy of the proposal to all Council members for their review.  It will be discussed again at a Workshop meeting before moving forward.  With no corrections or additions the minutes were approved 4 – 0.

 

The financial statement was reviewed.  The Council agreed on moving $25,000 from the General Fund checking into the General Fund Money Market and $25,000 from the Water and Sewer checking into the Water and Sewer Money Market.  With no corrections being made the financial statement was approved 4 – 0.

 

Under New Business discussion was held on the Waste Service Fee that will be applied in the near future.  The ordinance was approved 4 – 0.  The fee will be decided on at the next Workshop Meeting in March. 

 

Burgess Trimmer read a letter from the County on the Hazard Mitigation Plan.  A motion was passed 4 – 0 to accept the plan.

 

The Council made a motion to donate $100 to the Walkersville Safe and Sound.  Motion passed 4 – 0.

 

Burgess Trimmer announced that nominations for Burgess and two Commissioners are coming up in April.  Burgess Trimmer also announced that he will seek re-election for Burgess of Woodsboro.

 

Burgess Trimmer asked the Council to review the Employee Handbook and be ready to discuss it at the Workshop Meeting in March.

 

Commissioner Morgan suggested that a two way radio be installed in the newest town truck.  The Council agreed.  He also suggested that yellow lines be painted at the corners of intersection and that too was agreed upon.  Also discussed were several things concerning the Rec Council. The Woodsboro Council agreed that a representative from the Rec Council should attend a meeting with their concerns and ideas.   

 

Burgess Trimmer opened discussion on a grant with the USDA.  He informed the Council of $74,000 in grant money that we may be able to use to purchase generators and possibly some other items.  Burgess Trimmer is currently working with businesses to get quotes. 

 

Commissioner Hub reported on the 5th Annual WNMRC 10K Run/Walk being held on April 9th.
